Board of Communications Administrations Heads - Members of the Regional Commonwealth in the Field of Communications.
The Board of Heads and Plenipotentiaries of Communications Administrations - Members of the Regional Commonwealth: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Kyrgyzstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, and the Republic of Ukraine approved the Charter of the Regional Commonwealth in the Field of Communications (Protocol №2 dated January 23-24, 1992) - RCC Charter.
The Board of Communications Administrations Heads - Members of the Regional Commonwealth in the Field of Communications (RCC) is the highest governing body of the RCC.
The working procedure of the Board of Communications Administrations Heads - RCC Members is defined by the Regulations approved on June 30, 2003, according to the amendments, introduced on May 8, 2010 (Decisions of the Board of Communications Administrations Heads - RCC Members № 29/10, 42/9, respectively).
Decisions of the Council of Heads of Communications Administrations - RCC Members are made with the general agreement (consensus) of its members.
In accordance with the RCC Charter, the Board of Communications Administrations Heads - RCC Members:
- controls the activities of the RCC Executive Committee;
- approves the strength of the RCC Executive Committee;
- approves the Estimated Costs of the RCC Executive Committee (annually);
- appoints and dismisses the General Director of the RCC Executive Committee, agrees on the appointment of Deputy General Directors of the RCC Executive Committee;
- resolves controversial issues in the activities of the RCC;
- approves the RCC Budget with the aim of financing joint expenses, including expenses for the maintenance of the RCC Board and the Executive Committee (no later than December of the month of the year preceding the financial year);
- determines the size and procedure for the formation of contributions;
- carries out the appointment of the audit commission;
- solves issues of reorganization and termination of the RCC activity;
- appoints the liquidation Commission and approves the liquidation balance.
In accordance with clause 2.2 of the Regulations of the Board of Communications Administrations Heads of the Regional Commonwealth in the Field of Communications, approved by the Decision of the Board of Communications Administrations Heads of the RCC dated June 30, 2003 № 29/10 (as amended by the Decision of the Board of Communications Administrations Heads of the RCC dated May 8, 2010 № 42/9) The Deputy Chairperson shall be appointed on the basis of the principle of rotation in the Russian Alphabetical order of the names of states whose Communications Administrations are full members of the RCC, to no more than one year.
Currently, the Deputy Chairman of the Board of the RCC CAs Heads is the head of the Communications Administration of the Kyrgyz Republic, Chairman of the State Committee for Information Technologies and Communications of the Kyrgyz Republic - Sharshembiev Bakhyt Nurdjanovich.
