The activities of the RCC Working Bodies in the field of telecommunication development and infocommunications in accordance with the instructions of the RCC Board of the Communications Administrations Heads and the competent RCC Working Bodies.

In 2021, the RCC Executive Committee organized the following:

- joint 9/40th meeting of the RCC Commission on Information Society Development and Digital Transformation, and the RCC Telecommunication and Infocommunications Operators' Board

(17 May 2021, via Videoconference);

- 24th meeting of the Working Group on Information Security of Interoperable Communications Networks of the RCC JEC (16 June 2021, via Videoconference);

- 41st meeting of the RCC Telecommunication and Infocommunications Operators' Board

(21 September 2021, via Videoconference);

- 1st meeting of the Initiative Group on Fraud on Telecommunication Networks (24 December 2021, via Videoconference)

The 24th meeting of the Working Group on the Information Security of Interoperable Communications Networks under the RCC TIOB took place on 16 June 2021 via Videoconference.

The above-mentioned meeting was held in an extended format with the participation of experts responsible for the information security issues.

During the meeting of the RCC Information Security Working Group the following topics were discussed

- implementation of the Memorandums of Understanding previously adopted by the RCC Board of the CAs Heads and the Coordination Council;

- the situation with regard to information security and fraud prevention on the communication channels, developed by telecommunication operators – RCC Members;

- to update the tasks and functions of the Working Group on Information Security of the interoperable communication networks under the RCC TIOB;

- on the place, time and agenda of the 25th meeting of the Working Group on Information Security of the Interoperable Communications Networks under the RCC TIOB.

Based on the results of the 24th meeting of the Working Group on Information Security under the RCC TIOB, the following decisions were taken

- to create an initiative (working) group to combat fraud on telecommunication networks;

- to prepare proposals for the Action Plan for the implementation of the Memorandum on the issue of combating fraud on telecommunication networks;

- to prepare proposals for updating the activities of the Working Group on Information Security of the RCC TIOB.

On 21 September 2021 the 41st meeting of the RCC Telecommunication and Infocommunication Operators Board was held via Videoconference using the Zoom application.

The following topical issues were discussed at the meeting:

- the priorities of operators' activities in the implementation of digital economy programmes in the RCC member-states. Tasks and solutions in a time of pandemic;

- the results of the CIS International Expert Forum on Information Security (June 29, 2021, Tashkent, Uzbekistan);

- on measures taken in the RCC member-states to combat fraud on communication networks;

- proposals to the Action Plan for the implementation of the Memorandum on cooperation between telecommunication operators of the RCC member-states in the field of combating fraud on telecommunication networks;

- the legislation in force to prosecute those involved in fraud on telecommunication networks, as well as the relevant methodology for calculating the loss of revenues from their activities;

- the experience of telecommunication operators in digital addiction prevention measures;

- on the legitimacy of electronic digital signatures of the countries of the Regional Commonwealth in the Field of Communications;

- updating of the Working Group on Information Security of interoperable communication networks under the RCC TIOB.

The following decisions were adopted at the 41st joint-meeting of the RCC Telecommunication and Infocommunication Operators Board:

- to the participants of the RCC Telecommunication and Infocommunication Operators' Board together with the RCC Executive Committee to continue the coordination of efforts to prevent the spread of fraud in the communication networks of the RCC member-states;

- to assist in the preparation of the CIS International Expert Forum on Information Security

- to ask the RCC Communications Administrations to send information to the RCC Executive Committee concerning legislation in force to prosecute those involved in fraud on telecommunication networks, as well as an appropriate methodology for calculating losses of revenue from their activities;

- to ask the RCC Communications Administrations and members of the RCC Telecommunication and Infocommunication Operators Board to send information to the RCC Executive Committee on their countries' experiences with digital dependency prevention measures as well as information on the legitimacy of electronic digital signatures in their countries.

On 24 December 2021 the 1st meeting of the Initiative Group on Combating Fraud on Telecommunication Networks was held via Videoconference.

The agenda of the joint 1st meeting of the Initiative Group on Combating Fraud on Telecommunication Networks included the following issues:

- selection of the chairperson of the Initiative (working group) on combating fraud on telecommunication networks;

- organizational matters related to the functioning of the Action Team on Fraud on Telecommunication Networks;

- measures taken in the RCC member-states to combat fraud on telecommunication networks;

- results of interdepartmental consultations of CIS member states on international information security.

In the course of discussion the participants exchanged their experience regarding the measures taken in the countries of the RCC member countries to combat fraud on communication networks, discussed current changes in the legislation of the participating countries and noted that this issue is relevant and important.

In accordance with the decisions of the RCC Telecommunication and Infocommunication Operators Board in the reporting year the following issues were submitted for consideration by the joint 57/27th meeting of the RCC Board of the CAs Heads and the Coordination Council:

- measures taken in RCC member-states to combat fraud on communication networks;

- prospective trends in digital development in the RCC member countries. Challenges and solutions during the pandemic.
