Human Resources Development

As part of the implementation of the priority tasks for the revitalization and development of the Work Plan of the RCC Human Resources Development Board, the RCC Executive Committee sent to the RCC Communications Administrations and members of the RCC Human Resources Development Board a request for the proposals for the work plan of the mentioned above RCC Working Body, as well as for updating the composition of the RCC Human Resources Development Board.

Communications administrations and members of the RCC Human Resources Development Board from the Republic of Belarus, the Republic of Kazakhstan, the Republic of Armenia, the Russian Federation, and the Kyrgyz Republic submitted proposals to the RCC Executive Committee on updating the composition of the RCC Human Resources Development Board.

Also, the RCC Executive Committee received proposals to include the following issues in the RCC Board Work Plan: career planning and training; comprehensive staff assessment; statement of KPI and assessment of results; search and attraction of employees; organizational development; corporate culture and internal communications.

Summarizing the proposals submitted by the RCC CA and members of the RCC Human Resources Development Board, the RCC Executive Committee requested information from the RCC CAs and members of the RCC Human Resources Development Board on the relevance and interest in areas of activity, as well as proposals on the possibility of holding the 2nd meeting of the RCC Human Resources Development Board in one of the countries of the RCC Members.

In most countries of the RCC Members, one of the important areas of personnel policy is to attract promising young leaders and specialists who can quickly navigate in an ever-changing market environment, boldly introduce the latest technologies into production, and apply advanced management methods.

Personnel Policy of the RCC Member-States

One of the most important activities of the RCC Human Resources Development Commission is the development and coordination of new approaches to improve the personnel policy of the RCC Communications Administrations, including a wide range of issues covering the management and development of human resources, legal and social aspects.

The need for continuous improvement of personnel policy is due to the requirements of the modern communications and information technology market and the ongoing transformations in the industry. Under existing conditions, the determining factor affecting the competitiveness, economic growth and efficiency of communications enterprises is the availability of human resources capable of professionally solving production tasks. For effective personnel management, an enterprise needs a holistic system of work with personnel, which allows them to be managed from the moment of employment to the end of a career. In accordance with the realities of the time, within the framework of the RCC Human Resources Development Commission, recommendations were developed on the Personnel Policy of the RCC Communications Administrations (Recommendations), which were approved at the 39th meeting of the Communications Administrations Heads of the CIS Member-States (Decision №39/1-CIS).

The draft Recommendations contain 5 sections:

- “General Regulations”, which defines the terms used in the draft Recommendations, and indicates the purpose of the development of the document;

- “Trends in the reform of the communications and information technology industry in the RCC Member-States affecting personnel policy”, which includes information on ongoing changes in the RCC Member-States related to the development of market relations, the reform of the industry, the development of the latest information and communication technologies and etc .;

- “The main directions of the Personnel Policy of the RCC Communications Administrations”, which contains information on the existing regulatory framework of the countries of the RCC participants, principles of the personnel management strategy, tasks of personnel divisions, training and retraining of specialists, and other components of the Personnel Policy of the RCC Communications Administrations;

- “Modern principles of personnel management, which can be used in the development and implementation of the personnel policy of the RCC Communications Administrations”, explains the terminology of modern principles of personnel management and the procedure for their application in practice;

- “Recommendations on ensuring a coherent Personnel Policy for the RCC Communications Administrations”, which contains the directions in the field of personnel policies that are proposed to the RCC Communications Administrations for use in their work.

According to the members of the RCC Human Resources Development Commission, the prepared document contains regulations and recommendations that can be applied in all RCC Communications Administrations and will facilitate the work of personnel services in conducting Personnel Policies.

The interaction of leading universities in the communications industry

The interaction between leading higher educational institutions and educational centers of the countries of the RCC Members, before the creation of the RCC Human Resources Development Board, was implemented within the framework of the RCC Human Resources Development Commission. The leadership of higher educational institutions took part in the meetings of the Commission and the Steering Committee of the ITU "Center of Excellence" for the CIS countries.

In order to prepare human resources in the field of communications and information technologies and to form a common educational space within the framework of the Commonwealth, on the basis of higher educational institutions,

- international and regional conferences, seminars and continuing education courses on current issues of applying the latest infocommunication technologies, the use of new management methods in the industry and a number of other important issues, including in cooperation with international organizations. Over the years, with the financial and technical support of the International Telecommunication Union, the Universal Postal Union and other organizations and companies, as well as with the assistance of the RCC Communications Administrations, 221 seminars were organized and held. The topic of the seminars was in the interests of the participants of the Commonwealth. About 12.5 thousand participants got the opportunity to improve their professional level;

- continuing education courses for managers and specialists of the senior and middle management of Communications Administrations and RCC communications organizations. Recently, 16 courses have been held and 226 people have taken part in them;

- Within the framework of the "Center of Excellence" for the CIS countries, 34 seminars, 29 distant learning courses were held, 13 CDs were released on relevant topics in the field of information and communication technologies, management and economics in the field of telecommunications, etc. As part of these events, about 3,500 specialists were trained.

- International scientific and technical conferences of students, graduate students and young specialists of the countries of the RCC Members on the topic "Communication Engineering and Technology". Since 1999, 9 Conferences have been held. In accordance with the decision of the RCC Human Development Commission of October 9-10, 2012 №23/7, the name of the Conference was changed to the: International scientific and technical conferences of students and young specialists from countries of the RCC Members in the areas of "Information Technology and Communication Systems".

The Tenth Conference was held in Odessa (Ukraine) on the basis of the Odessa National Academy of Communications named after A.S. Popov in 2015.

ITU Center of Excellence for the CISStates

The Center of Excellence for the CIS, Baltic and the Eastern Europe States was established in 2003.

With a view to further effective functioning of the “Center of Excellence” at the 32nd meeting (December 2004, Minsk), the RCC-CIS Board of the Communications Administrations Heads assigned the functions of the Steering Committee of the “Center of Excellence” for the CIS States to the RCC Resource Development Commission, including her representative from ITU.

The 1st meeting of the Steering Committee of the ITU Center of Excellence for the CIS States (“Center of Excellence”) was held in March 2005 in Moscow. The Steering Committee reviewed and simplified the structure of the Steering Committee, made the necessary changes to the regulatory documents. The Steering Committee included representatives of all RCC communications administrations, a representative of ITU and the RCC Executive Committee. In accordance with the internal Regulations of the Steering Committee, the Chairman and his deputy were elected, who became the leaders of the RCC Human Resources Development Commission.

At the 2nd meeting of the Steering Committee of the ITU Center of Excellence CIS for Europe and the CIS (January 2006, Kiev), the results of the Center of Excellence work in 2005 were reviewed and approved, a document was adopted on the second stage of the project at a period until 2008 and a 4-year business plan. Further implementation of the ITU / RCC project on the “Center of Excellence” was planned as part of the consideration of the regional initiative of the RCC “Further Development and Establishment of “Centers of Excellence and the Creation of an Educational Space adopted at the Doha World Telecommunication Development Conference (WTDC-06) and envisaging the creation Russian-language "Center of excellence". Due to changes in ITU's principles of financing a number of countries of Eastern Europe and the Baltic countries that are part of the English-language branch of the Center, the Center of Excellence has been transformed into two independent Centers - for the countries of the CIS and Europe with two separate governing bodies.

The 3rd and 4th meetings of the ITU Center of Excellence Steering Committee for the CIS States were held in April in Almaty and in December 2007 in Bishkek, respectively. The Steering Committee, in order to strengthen the coordinating role of organizations implementing certain programs within the framework of the “Centers of Excellence” and to attract ITU regional / area representative offices to participate in the project, it was decided to replace the project Coordinator from the region with a distributed coordination scheme between the participating nodes of the ITU “Center of Excellence” from Belarus, Kazakhstan, Russia and Ukraine. The function of the overall coordination of the project in the region is assigned to the ITU Area Office for the CIS countries. Moreover, it was determined that during the transition period and staffing of the representative office, the overall coordination of the project will be carried out by the human resources development department of the ITU Telecommunication Development Bureau. At the same time, the function of leading the “Center of Excellence” and making decisions regarding its activities was left to the Steering Committee, whose chairman and vice-chairmen were the heads of the RCC Human Resources Development Commission. In this regard, appropriate amendments were made to the Competence and Internal Regulations of the “Center of Excellence”. The national coordinators of the “Center of Excellence” programs (from the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, and Ukraine) were also appointed, who conducted training events as part of the hub centers.

At the 5th meeting of the ITU Center of Excellence Steering Committee for the CIS States (October 2008, Yerevan), an Action Plan for 2009 was approved, providing for face-to-face seminars, distance learning courses and preparation of CDs, a business plan was adopted and annual budget. Since 2009, it was decided to conduct training under the Center of Excellence on a paid basis, based on the rates accepted by the Steering Committee for paying for tuition. It was decided that, if there are additional sources of financing, the nodal centers of the "Center of Excellence" can conduct training events on a free basis.

In 2009, the 6th meeting of the ITU Center of Excellence Steering Committee for the CIS States was held in Odessa, where the results of the Center of Excellence activities carried out in 2009, the current state of the Worldwide Center of Excellence network in the context of ITU were reviewed -D on human resources development, as well as proposals for his work in 2010. The Steering Committee decided to ask ITU to continue the implementation of the second stage of the project “Center of Excellence for the CIS countries” and approve the Action Plan for training events held in 2010, as well as to allow the nodes, in agreement with ITU BDT, to change the number of required registration fees during their events and use the funds allocated by ITU both for the payment of experts and for the logistics and other expenses of the host organization.

At the 7th meeting of the ITU Center of Excellence Steering Committee for the CIS States, which was held on September 15-16, 2010 in Ashgabat, Turkmenistan, the results of the second stage of the ITU Center of Excellence project for the CIS countries were summed up. Information was received on the implementation of activities held within the framework of the “Center of Excellence” in 2010, and decisions/recommendations adopted at the previous meeting of the Steering Committee (October 28-29, 2009, Odessa), and the issue of forming a work plan was discussed for 2011. It was noted that the ITU Center of Excellence for the CIS countries is an important component in the training/retraining of specialists. Due to the fact that ITU no longer plans to finance the project, the activities of the ITU “Center of Excellence” for the CIS countries, according to the meeting participants, should continue on a self-financing basis. Taking into account the financial situation and Resolution 73 on the activities of the “ITU Centers of Excellence”, approved at WTDC-10 (Hyderabad, 2010), it was decided to appeal to the RCC communications administrations, Members of the ITU-D Sector, the private sector of the CIS region with a request Assistance in financing ITU Center of Excellence events for CIS countries. At the same time, the need to maintain the management and coordination mechanism of the ITU Center of Excellence for CIS countries in the previous format (Steering Committee, national coordinators) was confirmed.

At the 8th meeting of the Steering Committee (April 12, 2011, Dushanbe), information was heard on the implementation of decisions/recommendations adopted at the previous meeting of the Steering Committee. The issue of further activities of the ITU Center of Excellence for the CIS countries was discussed and a work plan for 2011 was adopted. At the same time, the meeting participants drew attention to the late informing the ITU of the RCC communications administrations about the topics of seminars and distance learning courses, which were scheduled for 2011 as part of the "Center of Excellence". The authorities of the ITU Center of Excellence National Program Coordinators for the CIS countries have been confirmed from: the Republic of Belarus (Khodasevich O.R.), the Republic of Kazakhstan (Seilov Sh.Zh.), the Russian Federation (Ivanyushkin R.Yu.) and Ukraine (Kaptur V. A.). It was noted that the ITU Center of Excellence for the CIS countries is an important component in the training/retraining of specialists. Given that ITU will not finance the project in the future, it was decided that the activities of the ITU Center of Excellence for the CIS countries in 2011 will continue on a self-financing basis. As a result of this, the number of events held within the framework of the “Center of Excellence” sharply decreased, and the current situation aroused concern among the RCC communications administrations. The steering committee retained the management mechanism and coordination of the ITU “Center of Excellence” for the CIS countries in the previous format (Steering Committee, national coordinators).

The 9th meeting of the Steering Committee (October 9, 2012, Astana) was dedicated to the work of the "Center of Excellence" in 2012 and the prospects for its further activities. It was noted that in 2013-2014. The ITU “Center of Excellence” for the CIS countries will continue its activities on a self-sustaining basis. Also at the meeting, it was noted that from 2015-2018. ITU Centers of Excellence will work on a new program that will be adopted at the 2014 World Telecommunication Development Conference (WTDC-14). The issue of creating a common database of enterprises and organizations of users of the ITU Center of Excellence distance learning system for the CIS States was considered. The Communications Administration of the Russian Federation (MTUCI) has been tasked with preparing a draft contribution to support the activities of ITU's Centers of Excellence by introducing into Resolution 73 “ITU Centers of Excellence” (Hyderabad, 2010) the terms of financing for the Centers of Excellence. ITU is invited to combine the holding of ITU workshops with the participation of Centers of Excellence in order to develop and maintain their activities. The national coordinators are invited to study the possibility of cost compensation for the participation of a representative of the RCC communications administration in the events of the Center of Excellence, which will subsequently train specialists in their country on the most important issues (at the expense of the host, ITU and other potential sponsors). The Steering Committee also proposed to consider the possibility of creating by the RCC telecom operators a Fund to compensate for the costs associated with training representatives of the RCC telecom administrations at the Mastery Center. To increase the number of participants in the events organized by the ITU “Center of Excellence” for the CIS countries, it was proposed to study the possibility of creating an information web page containing hyperlinks to events held by hub centers and universities of a telecommunication profile (seminars, distance learning courses and continuing education courses) .

At the 10th meeting of the Steering Committee, which took place on June 26-27, 2013 in Belgorod (Russian Federation), the activities of the ITU “Center of Excellence” for the CIS States in 2013 and prospects for the coming years were discussed, and the issue of implementation of decisions/recommendations adopted at the previous meeting of the Steering Committee. The good work of the national coordinators was noted throughout the project period, which was extended until December 2014. It was noted that in the second half of 2013, ITU Center of Excellence nodes for the CIS countries plan to conduct a distance learning course “Quality Assurance (QoS) in infocommunication networks” in the Republic of Belarus and in Ukraine seminars: “Modern Methods of Designing Next-Generation Networks” and "Comprehensive aspects of the transition of mobile networks to LTE technology." To ensure their implementation, it was decided to allocate from the remaining funds for the ITU Center of Excellence project for the CIS countries approximately US $ 2,000 to each node of the Center of Excellence. During the discussion of the events, it was noted the advisability of abandoning restrictions on the cost of the course for the student, as well as the refusal to assign specific areas of training for the nodes of the "Center of Excellence". The issue of the possibility of paying for the participation of representatives of the RCC communications administrations in the events of the "Center of Excellence" at the expense of the host party was considered. The meeting participants supported the document adopted at the Regional Preparatory Meeting for WTDC-14 (RPM), entitled “Draft amendments to Resolution 73“ Centers of Excellence ”. It was submitted by the Communications Administrations of the Russian Federation and Ukraine.

ITU co-financing opportunities for the most important events organized by the ITU “Center of Excellence” for the CIS States, informed Nxele Mike, Human Resources Advisor, Human Resources Division, ITU Telecommunication Development Bureau In particular, he reported on the great difficulties ITU is facing in financing the “Centers of Excellence” and on the solution of financing problems in other regions. Program Administrator, ITU Area Office for the CIS, Untila A.L. reported on the possibility of partial reimbursement of expenses (for example, to pay travel expenses of experts) from ITU within the existing budget. Participants discussed the possibility of creating an Internet page containing hyperlinks to events held by the centers of excellence and telecommunications universities. As a result, the national coordinators were invited to consider the possibility of using the website of the International Permanent Conference of Rectors of Telecommunication Universities (irctu.org) as a base platform for creating an Internet page containing hyperlinks to events held by hub centers and universities of a telecommunication profile.

Based on the discussion at the 31/27th joint meeting of the RCC Telecommunication Operators Board and the RCC Telecommunication Commission in Jurmala (Republic of Latvia) on the possibility of establishing by the RCC telecom operators a fund to compensate for the costs associated with training representatives of the RCC communications administrations, the Steering Committee it was decided that in 2013-2014. The ITU “Center of Excellence” for the CIS countries will continue its activities on a self-sustaining basis from 2015-2018. At the same time, it was noted that ITU Centers of Excellence will work in accordance with the documents adopted at the 2014 World Telecommunication Development Conference (WTDC-14).

The Steering Committee abolished restrictions on the cost of a training course conducted by the Center of Excellence for one student, as well as fixing specific areas of training for the nodes of the Center of Excellence. He assigned to the Chairman of the Steering Committee, the ITU Area Office for the CIS countries, with the participation of national coordinators, the functions of coordinating the implementation of events in case their topics coincide. He recommended that the national coordinators make more extensive use of the existing video conferencing system created on the basis of the ITU Area Office for the CIS countries during the events of the “Center of Excellence”.

In the framework of the "Center of excellence" the following was carried out:

in 2003, 5 international seminars on telecommunication policy, telecommunication network management, regulation of the use of the radio frequency spectrum, new communication and information technologies and services. About 125 specialists of communications administrations and RCC operators took part in them;

in 2004 - 7 international seminars on: policies for regulating new services, tariff setting; modelling business processes in the field of telecommunications; monitoring the radio frequency spectrum; operation and development of rural communications; software for calculating prices, tariffs and cost of telephone services (COSITU); the planning, regulation, and operation of next-generation networks (NGNs). Over 500 specialists of communications administrations and RCC communication operators took part in international seminars;

in 2005 - 12 training events on: policy of regulation of new services, tariff setting; modelling business processes in the field of telecommunications; monitoring the radio frequency spectrum; exploitation and development of rural communications; the planning, regulation, and operation of next-generation networks (NGNs).

In particular, 4 seminars were organized on the following topics: “Automation of the use of the radio-frequency spectrum; “Rural communication: problems of exploitation and development”; “Problems of liberalization of the telecommunications industry”; “Interconnections of telecommunication networks”; 5 distance learning courses, as well as 3 educational CDs. The total number of specialists trained during the seminars was about 300 participants, 345 participants took part in distance learning courses;

in 2006 - 5 training events, including: distance learning courses on the topics: "NGN: technical and economic problems" (2 groups); “Organization of universal service”; “Technical, legislative and economic aspects of IP-telephony”; CD release on the topic: “Organization of universal service”;

in 2007 - 4 training events, including 3 seminars on the topics: “Technologies for distance learning of signalmen and their implementation on the basis of WebCT and Moodle platforms”; “Modern technologies to solve the problem of the last mile”; “NGN: digitalization, technical aspects, packetization” and a distance learning course on the topic: “Organization of VPN based on IP networks”. As part of these events, over 150 specialists were trained;

in 2008 - 11 training events, including:

5 seminars on the topics: “Convergence of radiocommunication services as a means of increasing the efficiency of using the radio frequency spectrum” “DVB-T, DVB-H, T-DAB, DRM digital terrestrial television, sound and multimedia broadcasting systems”; “Radio frequency monitoring today and tomorrow. Tasks, problems and solutions ”; “Corporate management issues”; “Interactive digital television and NGN. Who will be the first? ”;

6 distance learning courses on topics: “Corporate management issues. Part 1."; “One-stop service”; “NGN: technical and economic problems. Planning, regulation and operation of NGN "; “Rural communication: problems of exploitation and development”; “Security of IP networks”; “Issues of corporate management. Part 2".

As part of these events, over 700 specialists were trained;

in 2009 - 9 training events, including:

3 seminars on the topics: "Satellite systems for the primary distribution of television, sound and multimedia broadcasting and direct satellite broadcasting"; “Issues of policy and regulation of telecommunications”; “Cybersecurity in information and communication technologies”;

6 distance learning courses on topics: “The format of the digital video signal and the audio signal of the source in digital television, sound and multimedia broadcasting systems. Video Interfaces and Audio Interfaces ”; "Modeling business processes in communication networks for various purposes"; “Problems of market liberalization in the field of telecommunications”; "Integrated IP-telephony"; “Information and communication technologies”; “Cable distribution systems for TV signals, sound and multimedia broadcasting.”

As part of these events, about 300 specialists were trained.

For the participants who were not able to study within the deadlines set by the course organizers, as well as for those who had limited access to the Internet, four CD-ROMs were developed on the following topics: “Modeling business processes in communication networks for various purposes” (Russia) ; “Problems of market liberalization in the field of telecommunications” (Kazakhstan); “Integrated IP-telephony” (Belarus).

In 2010, as part of the "Center of Excellence" 8 training events were held, including 2 seminars and 6 distance learning courses, at which 535 specialists were trained. The following issues were considered: the latest and promising digital broadcasting systems: surround stereoscopic television, digital cinema, high-definition TV, multi-angle TV systems; radio monitoring and improving spectrum utilization; state regulation of the introduction of digital television; securing global and local networks; modern corporate management; changes and monitoring the quality of signal transmission in digital broadcasting paths; IMS: technical and economic aspects of implementation. For participants who did not have the opportunity to study in distance learning courses, as well as for those who have limited access to the Internet, in 2010 4 CDs were developed on the above issues.

In 2011, as part of the Center of Excellence, 4 training events were held, including 3 seminars and 1 distance learning course, at which 156 specialists were trained. Were considered: economic methods for managing the usage of radio frequency resources; new technologies for the production and distribution of digital broadcasting programs; clock network synchronization and frequency-time support of telecommunication networks; introduction of the Internet Protocol of the new generation IPv6.
For participants who did not have the opportunity to study in a distance learning course, as well as for those who have limited access to the Internet, a CD was developed.

In 2012, only 2 events were held on a paid basis: a seminar on the basis of the Kazakh Academy of Infocommunications on the topic: “Competitive government regulation of the mobile communications market. Experience, practice and technology for the development of mobile communications ”and a distance learning course on the basis of the Siberian State University of Telecommunications and Informatics on the topic:“ Sales Management of Communication Services ”, in which 42 specialists took part.
