Coordination Council

     On October 9, 1992, the governments of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Kyrgyzstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan in Bishkek (the Republic of Kyrgyzstan), guided by Article 7 of the Agreement on the Establishment of the Commonwealth of Independent States (CIS), an Agreement was signed on the coordination of interstate relations in the field of postal and electrical communications.

     In order to coordinate cooperation between the CIS Member-States in the field of informatization on October 7, 2002, by a decision of the Council of Government Heads of the Commonwealth of Independent States - the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, and the Republic of Tajikistan in Chisinau ( Republic of Moldova) the Coordination Council of the CIS Member-States on Informatization at the Regional Commonwealth in the Field of Communications (hereinafter - the Coordination Council) was formed with the right to be introduced I have questions in the field of information for the consideration of the CIS Heads of Government Council in due course. Paragraph 2 of the same Decision approved the Regulation on the Coordination Council of the CIS Member-States on informatization at the Regional Commonwealth in the field of communications (hereinafter - the Regulations).

     The Coordination Council is not a commercial organization.

     Financing of the activities of the Coordination Council (organizational work and expenses associated with holding meetings, attracting experts, conducting research and development) is carried out at the expense of the RCC. The costs of the secondment of members of the Coordination Council are borne by the sending parties.

    If in a state that is a member of the Coordination Council, the management functions in the field of communications and informatization are divided, then the executive authorities for communications and informatization should participate in the formation of the RCC budget in appropriate shares.

   The Coordination Council in its activities is guided by generally accepted principles and norms of international law, interstate and intergovernmental agreements concluded within the CIS, decisions of the Council of the State Heads, Council of the Governments Heads, CIS Economic Council, the laws of the Commonwealth and the Regulations on the Coordination Council and carries out its activities in close interaction with the CIS Executive Committee, as well as industry cooperation bodies of the CIS Member-States.

The main tasks and functions of the Coordination Council are:

    -development of proposals and coordination of work on the formation of the information space of the CIS Member-States;
    -interaction on the rational use of scientific, technical and production potential in order to create and develop a modern information and telecommunication infrastructure based on the latest information technologies;
    -development of proposals for the development of cooperation in the field of informatization and ensuring mutually beneficial interstate information exchange;
    -preparation of proposals and coordination of actions for the development and implementation of interstate programs in the field of informatization;
    -coordination of work on the formation, use and exchange of information resources of the CIS Member-States;
    -participation in the work on ensuring information security of information and telecommunication systems and networks of the CIS Member-States;
    -coordination of work on the creation and use of information technology;
    -assistance to scientific and technical cooperation of states in the field of fundamental and applied research on the problems of informatization, improvement of the education system in the information sphere;
    -development of proposals for areas of international cooperation and interaction with international organizations in the field of informatization;
    -organization of the development of draft international treaties in the field of informatization;
    -development of proposals for the harmonization of the regulatory framework in the field of informatization, as well as assistance in the preparation and implementation of interstate and intergovernmental standards for the implementation of information exchanges;
    -promoting the development of the market for information services;
    -assistance in the implementation of a coordinated tariff policy in the field of informatization;
    -facilitating the harmonious entry of the states participating in the work of the Coordination Council into the global information space;
    -assistance to the development of entrepreneurship and interstate cooperation in the production of means of informatization;
    -cooperation with international, national and regional organizations on issues of informatization;
    -preparation of recommendations on the priority of joint work by the CIS Member-States in the field of informatization, on the consolidation of efforts in resolving organizational, scientific, technical, financial and other problems associated with the implementation of such work.

The composition of the Coordination Council as its members includes the CIS Member-States represented by the heads of executive bodies or their deputies, who carry out public administration, implement state policy and coordinate work in the field of communications and information.

     If in the CIS Member-States the management functions in the field of communications and informatization are divided, then the Coordination Council includes as its member the head or deputy head of the executive authority on informatization.

     The initial formation of the composition of the Coordination Council was carried out on the basis of the respective powers of the delegations of the CIS member states.

     The decisions of the Steering Committee are taken by consensus. A member of the Coordination Council may declare his non-interest in a particular issue, which is not an obstacle to the adoption by the Coordination Council of a decision, as well as for the accession of this member of the Coordination Council to the decision made in the future.

     Decisions on procedural matters are taken by a simple majority.

     Decisions of the Coordination Council directly affecting the interests of any member of the Coordination Council cannot be taken in its absence.

     On issues of informatization and communication, requiring an agreed policy, joint meetings of the Coordination Council and the RCC Board of the Communications Administrations Heads of the Regional Commonwealth in the field of communications may be held.

     The decision to accept new members of the Coordination Council is made at meetings of the Coordination Council in accordance with the powers of delegations of the CIS Member-States.

  The Steering Committee may include observers. The observer status can be possessed by representatives of national authorities on informatization of states, as well as representatives of recognized international, national, regional and other bodies, organizations and enterprises that recognize and share his goals and objectives.

     The decision to admit observers to the Coordination Council is made at a meeting of the Coordination Council.

     The procedure for selecting the governing bodies of the Coordination Council, conducting meetings, making decisions and other aspects of organizing the activities of the Coordination Council is defined in the Regulations on the Coordination Council, which was approved by the Coordination Council Decision №1/1 of December 18, 2002.

     A member of the Coordination Council may withdraw from its composition by sending a corresponding notice. All members of the Coordination Council are immediately informed of such notification. The decision to withdraw from the Coordination Council is taken at its meeting and takes effect six months after receiving notification when resolving relations for all obligations related to participation in the Coordination Council.

     Membership in the Coordination Council is not an obstacle for joining other unions, communities, associations, joining other agreements.

     The powers of the Coordination Council and its members, as well as the procedure for financial support of the activities of the Coordination Council, are defined in the Regulation.

The cost estimate of the Coordination Council is approved by the RCC Board of the Communications Administrations Heads.

     The working language of the Coordination Council is Russian.

 Organizational and technical support for the activities of the Coordination Council rests with the RCC Executive Committee, which acts in accordance with the Regulation on the RCC Executive Committee. The Regulation on the RCC Executive Committee was approved by Decision №30/9 of the RCC Communication Administration Heads dated 10/10/2003 (as amended by the Decisions of the RCC Communication Administration Heads dated 08/08/2007 by correspondence, July 15-16, 2014. №49/20-18).

   The proposal to abolish the Coordination Council is adopted by a simple majority of votes at its plenary meeting and is submitted to the Council of the Heads of Government of the CIS, which decides on this issue.

     The Coordination Council reports on its activities, as necessary, to the CIS Economic Council.

      In accordance with par. 4.1. Regulation of the work of the Coordination Council of the CIS Member-States on informatization at the Regional Commonwealth in the field of communications, approved by the Decision of the Coordination Council of December 18, 2002 №1/1, the Deputy Chairman of the Coordination Council is appointed on the basis of the rotation principle for a period of one year from among the members of the Coordination Council of the CIS Member-States in informatization at the Regional Commonwealth in the field of Communications in the alphabetical order of the Russian language.
     At present, the head of the Communications Administration of the Republic of Armenia, the Minister of Transport, Communications and Information Technologies of the Republic of Armenia - Hakobyan Ashot Surikovich, is the Deputy Chairman of the Coordination Council of the CIS Member States for Informatization at the Regional Commonwealth in the field of Communications.
