The Executive Committee of the Regional Commonwealth in the field of Communications in accordance with par.3.4 of the RCC Charter, approved by the RCC Board and the representatives of the Communications Administrations Heads - RCC Members (Protocol №2 of January 23-24, 1992), registered by the Interdepartmental Commission on Public Associations and Funds The mass media of the Moscow City Council of People's Deputies of the RSFSR on February 10, 1992 (register №23-12-134), the Moscow Registration Chamber on November 4, 1999 (registration number №87561), is constantly operating as the executive body of the Regional Commonwealth in the Field of Communications (RCC), which activities are controlled by the RCC Board of the Communications Administrations Heads.
          The activities and powers of the RCC Executive Committee are regulated by the Regulations on the RCC Executive Committee, approved by the Decision of the RCC Board of the Communications Administrations Heads - RCC Members dated 10.10.2003 №30/9 (as amended by the Decisions of the RCC Board of the Communications Administrations Heads - RCC Members dated 28.08 .2007 by correspondence, dated July 15-16, 2014 №49 / 20-18) (hereinafter - the Regulations on the RCC Executive Committee).
        In accordance with Par.1.13 of the RCC Charter, the location of the RCC Executive Committee is Moscow (Russian Federation), and in accordance with the Agreement (dated February 25, 1998) and the Protocol (dated January 22, 1999) concluded (signed) between the Government of the Russian Federation and RCC, the conditions for the stay of the RCC Executive Committee in the territory of the Russian Federation are defined.

The tasks and functions of the RCC Executive Committee are the following:

- organization of work on the implementation of the RCC tasks defined by the RCC Charter;
- ensuring the work of the RCC Board of the Communications Administrations Heads - RCC Members (hereinafter referred to as the RCC Board), the Coordination Council of the Member-States of the Commonwealth of Independent States (CIS) on Informatization at the RCC (hereinafter referred to as the Coordination Council) and the RCC working bodies;
- development of proposals and coordination of work on the development of mutually beneficial cooperation between the countries participating in the RCC and the Coordination Council in the field of communications and information, including with international organizations;
- preparation of draft legal instruments governing the activities of the RCC, including issues of international cooperation;
- interaction on behalf of the RCC Board and the Coordination Council, guided by the Coordination Agreement, with the CIS Executive Committee and other CIS bodies on the development of communications and informatization;
- representation of the RCC on behalf of the RCC Board and the Coordination Council as an observer in the International Telecommunication Union and the Universal Postal Union, interaction with their bodies on the preparation and participation in conferences, congresses and other forums, the implementation of programs conducted in the interests of the RCC and the Coordination Council;
- conducting, on behalf of the RCC Board and the Coordination Council, correspondence with international organizations;
- formation in accordance with the Regulation on the organization of research, development (R&D), approved by the RCC Board, annual R&D plans, jointly funded by communications administrations, national informatization bodies, telecom operators, while fulfilling the functions of the customer;
- implementation of the work on the development of cooperation with other regional and international organizations in the field of communications and informatization in accordance with the decisions of the RCC Board;
- participation in the implementation of joint programs, international forums on communication and informatization, the exchange of experience and information;
- preparation of proposals and coordination of actions of the RCC participants and the Coordination Council for the development and implementation of interregional programs in the field of communications and information;
- ensuring the preparation of proposals for harmonizing the regulatory framework in the field of communications and informatization and organizing the development of methodological documents, regulations, recommendations, preparing informational and analytical materials of interest to RCC Members;
- information support for RCC Members and the Coordination Council, including through the organization of presentations of manufacturers of communication equipment, as well as operators of various types of communication and information services, at meetings of the RCC Board, the Coordination Council and the working bodies of the RCC;
- assistance in matters of coordination and the formation of an agreed tariff policy of the Communications Administrations of the CIS Member-States in the provision of international electric and postal services;
- assistance in ensuring the activities of RCC Members on electromagnetic compatibility, the rational use of the radio frequency spectrum and orbit of geostationary communication and broadcasting satellites;
- organization of work on the preparation by the RCC Communications Administrations of general proposals submitted to conferences, congresses and forums of international communications organizations and to their working bodies reflecting the common interests of RCC Members;
 - coordination of cooperation between RCC Members in the field of development and human resources management and assistance in the preparation and conduct of seminars, conferences and other events held by international organizations, communications administrations and foreign companies;
- ensuring the principle of openness of the RCC, pursuing a balanced policy on admitting new members to the RCC. Acting as a depositary of documents upon entry of new members into the RCC and RCC Operators Boards, upon receipt by the communications administrations or their national operators of the RCC observer status, as well as upon withdrawal from it;
- preparation and submission to the RCC Board, the Coordination Council, RCC working bodies of the proposals of their participants for consideration at meetings and development of agreed decisions;
- fulfillment of the tasks of the Chairmen of the RCC Board and the Coordination Council;
- the implementation, by the decision of the RCC Board and the Coordination Council, of control over the implementation of decisions and programs in the areas of RCC activities;
- preparation of annual reports on the activities of the RCC Executive Committee and their presentation at meetings of the RCC Board;
- informing RCC participants about the dates and venue of regular and extraordinary meetings of the RCC Board and the Coordination Council;
- preparation and distribution of draft agenda for meetings with the necessary documents. Ensuring the execution of protocols, decisions and other documents of the RCC Board and the Coordination Council and sending them to the RCC Members within the deadlines established by the Regulations of the RCC Board and the Coordination Council;
- propaganda of the activities of the RCC in the media, scientific and technical publications;
- preparation and publication of annual statistical collections on the activities of the RCC Communications Administrations, including the issues of informatization, guides on various issues of communication and informatization;
- assistance in the activities of the press, the founder of which is the RCC;
- Organization of information exchange between the participants of the RCC and the Coordination Council on the state and prospects of development of communications and information in the CIS Member-States;
- design of the RCC website and systematic updating of posted information;
- compilation and submission of RCC statistical and accounting reports to the relevant authorities of the Russian Federation;
- the conclusion of business contracts supporting the activities of the RCC Executive Committee, and monitoring the receipt of contributions to the RCC from its participants, members of the Coordination Council and the RCC Operators Boards;
- making mandatory payments to budgets and extra-budgetary funds of the Russian Federation;
- performance of any other tasks and functions developed in the interests of the RCC Members and the Coordination Council.

The structure and size of the RCC Executive Committee:

The structure of the RCC Executive Committee is approved by the General-Director of the RCC Executive Committee in agreement with the RCC Board.
The strength of the RCC Executive Committee and the RCC Cost Estimates are approved by the Decisions of the RCC Board of the Communications Administrations Heads - RCC Members.
The work of the RCC Executive Committee is led by the General-Director, appointed and dismissed by the RCC Board of the Communications Administrations Heads - RCC Members.
The Deputy General-Directors of the RCC Executive Committee are appointed and dismissed by the General-Director in agreement with the RCC Board of the Communications Administrations Heads - RCC partMemberscipants.
The procedure and conditions for the remuneration of officers of the RCC Executive Committee are determined in accordance with the legislation of the Russian Federation the Regulation on Remuneration approved by the General-Director of the RCC Executive Committee in agreement with the RCC Board.
The labour relations of employees of the RCC Executive Committee are regulated by the RCC Charter and other regulatory legal acts adopted within the framework of the RCC, which should not contradict the basic principles of the labour legislation of the host state.
If any labour relations of employees of the RCC Executive Committee are not regulated by the regulatory legal acts adopted within the framework of the RCC, the labour legislation of the host state shall be applied.
The appointment of the General-Director of the RCC Executive Committee and his deputies, other employees of the RCC Executive Committee shall be carried out under an employment contract. The labour contract with the General-Director of the RCC Executive Committee is concluded on behalf of the RCC Board by the Chairman of the RCC Board.
Employment contracts with Deputy General-Directors of the Executive Committee on behalf of the Board, Departments Heads and other employees of the RCC Executive Committee shall be concluded by the General-Director of the RCC Executive Committee.
The staff of the RCC Executive Committee may be formed from representatives of various Communications Administrations of the RCC Member-States, while the officials of the RCC Executive Committee, based on the international status of the RCC, should perform their functions exclusively in the interests of the RCC.

General-Director of the RCC Executive Committee:

The General-Director of the RCC Executive Committee is elected by the RCC Board competitive basis for a term of four years.
The General-Director of the RCC Executive Committee has deputies.
The number of Deputy General-Directors of the RCC Executive Committee is established by the RCC Board
The Deputies of the General-Director of the RCC Executive Committee are elected by the RCC Board on a competitive basis for a term of four years. The procedure and conditions for the competitions are determined by the Regulation on the competition, approved by the RCC Board
In the absence of the General-Director of the RCC Executive Committee, his duties are assigned to one of his deputies.
The duties and responsibilities of the deputies are determined by the General-Director of the RCC Executive Committee.
The General-Director of the RCC Executive Committee acts based on the Regulation on the RCC Executive Committee, manages the work and is responsible for the fulfillment of the tasks and functions assigned to the RCC Executive Committee.

Rights of the General-Director of the RCC Executive Committee:

- represent on behalf of the RCC Executive Committee without special authorization on matters related to the competence of the RCC Executive Committee, and protect the interests of the RCC in the state, public and other organizations, as well as in international and regional organizations on behalf of the RCC Board, the Coordination Council or their Chairmen;
- carry out direct communication on issues within the competence of the RCC Executive Committee with the members of the RCC and the Coordination Council, as well as on behalf of the RCC Board, the Coordination Council or their Chairmen, with international, regional organizations and foreign communications administrations, national informatization bodies;
- participate in meetings of the RCC Board, the Coordination Council and their working bodies with an advisory vote;
- to attract highly qualified specialists and experts under the labour contracts to consider issues in the areas of RCC activities, prepare agreed decisions, and conduct certain events in the interests of RCC members and the Coordination Council;
- conclude contracts on behalf of the RCC Executive Committee within its competence and issue powers of attorney;
- approve the Regulation on the staff of the RCC Executive Committee, on the remuneration of employees of the RCC Executive Committee; 
- approve the staffing of the RCC Executive Committee within the number established by the RCC Board;
- accept employees to work in the RCC Executive Committee, sign employment contracts with them.
- establish at the conclusion of employment contracts official salaries and allowances for them;
- to carry out the selection and placement of personnel the RCC Executive Committee, to encourage employees and impose penalties on them in accordance with the current legislation of the Russian Federation;
- to revise the terms of employment contracts with employees of the RCC Executive Committee in terms of their duties, based on production needs;
- terminate employment contracts with employees of the RCC Executive Committee before the expiration of the trial period in accordance with the legislation of the host country;
- provide financial assistance to the RCC Executive Committee employees.
           In the field of financial activities, the rights of the General-Director of the RCC Executive Committee are set forth in the RCC Finances Regulation, approved by the Decision of the RCC Board of the Communications Administrations Heads - RCC Members dated November 12, 2007 No. 38/12 (as amended by the Decisions of the RCC Board of the Communications Administrations Heads - RCC Members dated 08.05.2010 №42/9, dated 7.12.2011 №45/6, dated July 18-19, 2013 №48 / 19-15, dated July 15-16, 2014 №49/20-18).

Property of the RCC Executive Committee

The property of the RCC Executive Committee consists of fixed assets and working capital, as well as other values, the value of which is reflected in the RCC balance sheet.
Sources of the formation of the property of the RCC Executive Committee are the cash contributions of the RCC Members, the Coordination Council and the RCC Operators Boards, material assets transferred to the RCC Executive Committee free of charge, as well as income from non-commercial activities.


Reorganization, termination (liquidation) of the RCC Executive Committee

Reorganization, termination (liquidation) of the RCC Executive Committee is carried out by the decision of the RCC Board.


Monitoring the financial activities of the RCC Executive Committee

The financial activities of the RCC Executive Committee are controlled by the Revision Commission appointed by the RCC Board.
