Coordination of International Cooperation
International cooperation is one of the priorities of the Regional Commonwealth in the Field of Communications.
The Regional Commonwealth in the Field of Communications is an international organization with the functions of the intergovernmental coordinating body of the CIS in the field of electric and postal communications.
The key areas of international cooperation of the RCC are: participation as an observer in the activities of the International Telecommunication Union (ITU) and the Universal Postal Union (UPU).
The international cooperation policy of the RCC is aimed at protecting the interests both of its individual members and of the Commonwealth as a whole.
The RCC works actively to ensure that the RCC Communications Administrations cooperate in preparing and participating in major forums, to develop coordinated positions of the RCC CAs and to defend and protect interests at national and regional levels.
A major achievement of the joint-activities of the RCC CAs at the ITU Plenipotentiary Conference in 2002 was the adoption of the Resolution on the Usage of the ITU
on an equal footing with the six official languages, including the Russian language, since 1st of January 2005.
In accordance with Resolution 58 of the ITU Plenipotentiary Conference 2010, the Regional Commonwealth in the Field of Communications has been granted an official status in the ITU as one of the six major regional telecommunication organizations.
This has significantly increased the role of the Commonwealth and the capacity of the RCC Member-States in dealing with the most complex issues of future conferences and assemblies.
Intensive international contacts and support from a number of regional organizations play a significant role in the preparatory phase and during UPU Congresses, ITU Plenipotentiary Conferences, ITU World Radiocommunication Conferences and Radiocommunication Assemblies, ITU World Telecommunication Standardization Assemblies, ITU World Telecommunication Development Conferences and the World Summit on the Information Society.
The Regional Commonwealth in the Field of Communications has concluded Memorandums of Understanding and Cooperation Agreements with nine regional organizations: Asia-Pacific Postal Union (APPU), African Telecommunication Union (ATU), League of Arab States (LAS), Pan African Postal Union (PAPU), Postal Union of the Americas, Spain and Portugal (PUASP), Asia-Pacific Telecommunity (APT), the Association of European Public Sector Postal Operators (PostEurop), the European Conference of Postal and Telecommunications Administrations (CEPT) and the Inter-American Communications Commission (CITEL).
The RCC is committed to the principle of openness, seeks to involve new members in its work and actively promotes cooperation on promising new issues for integration into the global information space.
The activities of the RCC in the field of international cooperation are multifaceted and aimed at enhancing the credibility of the RCC on the world stage.
