PROVISION

on the Coordination Council of the CIS Member-States
on informatization at the Regional Commonwealth in the field of Communications.


 

1. General Provisions

1.1. The Coordination Council of the CIS Member-States on the Informatization at the Regional Commonwealth in the field of Communications (hereinafter referred to as the Coordination Council) is created in order to coordinate cooperation between the CIS Member-States in the field of informatization.

1.2. The Coordination Council is guided in its activities by generally accepted principles and norms of international law, interstate and intergovernmental agreements concluded within the CIS, and decisions of the Council of the State Heads. The Council of Heads of Government, the Economic Council of the CIS, the laws of the Commonwealth and these Provisions.

1.3. The Coordination Council carries out its activities in close cooperation with the CIS Executive Committee, as well as industry cooperation bodies of the CIS Member-States.

2. Tasks and functions of the Coordination Council

2.1. Development of proposals and coordination of work on the formation of the information space of the CIS Member-States.

2.2. Interaction on the rational use of scientific, technical and industrial potential in order to create and develop a modern information and telecommunication infrastructure based on the latest information technologies.

2.3. Development of proposals for the development of cooperation in the field of informatization and ensuring mutually beneficial interstate information exchange.

2.4. Preparation of proposals and coordination of activities on the development and implementation of interstate programs in the field of informatization.

2.5. Coordination of work on the formation, use and exchange of information resources of the CIS Member-States.

2.6. Participation in the work to ensure information security of information and telecommunication systems and networks of the CIS Member-States.

2.7. Coordination of work on the creation and use of information technology.

2.8. Promoting scientific and technical cooperation of states in the field of fundamental and applied research on the problems of informatization, improving the education system in the information sphere.

2.9. Development of proposals for areas of international cooperation and interaction with international organizations in the field of informatization.

2.10. Organization of the development of draft international treaties in the field of informatization.

2.11. Development of proposals for the harmonization of the regulatory framework in the field of informatization, as well as assistance in the preparation and implementation of interstate and intergovernmental standards for the implementation of information exchanges.

2.12. Contributing to the development of an information services market

2.13. Assistance in a coordinated tariff policy in the field of informatization.

2.14. Promoting the harmonious entry of the states participating in the work of the Coordination Council into the global information space.

2.15. Promoting the development of entrepreneurship and interstate cooperation in the production of informatization tools.

2.16. Collaboration with international, national and regional organizations on issues of informatization.

2.17. Preparation of recommendations on the priority of the CIS Member-States to conduct joint work in the field of informatization, to consolidate efforts in resolving organizational, scientific, technical, financial and other problems associated with the implementation of such work.

3. Composition of the Coordination Council

3.1. The composition of the Coordination Council as its members includes the CIS Member-States represented by the heads of the executive bodies or their deputies, performing state administration,

implementation of state policy and coordination of work in the field of communications and informatization (hereinafter - the competent authorities).

If in the CIS Member-State the management functions in the field of communications and informatization are divided, then the Coordination Council includes as its member the head or deputy head of the executive authority on informatization.

The initial formation of the composition of the Coordination Council is carried out on the basis of the respective powers of the delegations of the CIS Member-States.

After the formation of the Coordination Council, a notice on the replacement of a member of the Coordination Council is sent by the competent authorities to the chairman of the Coordination Council.

3.2. The decision to accept new members of the Coordination Council is made at a meeting of the Coordination Council in accordance with the powers of delegations of the CIS Member-States.

3.3. The Steering Committee may include observers. The observer status can be possessed by representatives of national authorities on informatization of states, as well as representatives of recognized international, national, regional and other bodies, organizations and enterprises that recognize and share his goals and objectives.

3.4. The decision to admit observers to the Coordination Council is made at a meeting of the Coordination Council.

3.5. The procedure for selecting the governing bodies of the Coordination Council, holding meetings, making decisions and other aspects of organizing the activities of the Coordination Council is determined in the Regulations of the Coordination Council.

3.6. A member of the Coordination Council may withdraw from its composition by sending a corresponding notice. All members of the Coordination Council are immediately informed of such notification. The decision to withdraw from the Coordination Council is taken at its meeting and takes effect six months after receiving notification when resolving relations for all obligations related to participation in the Coordination Council.

3.7. Membership in the Coordination Council is not an obstacle for joining other unions, communities, associations, joining other agreements.

4. Powers of the Coordination Council and its members

4.1. The decision of the Steering Committee is taken by consensus. A member of the Coordination Council may declare his non-interest in a particular issue, which is not an obstacle to the adoption by the Coordination Council of a decision, as well as for the accession of this member of the Coordination Council to the decision made in the future.

Decisions on procedural matters are taken by a simple majority.

4.2. Decisions of the Coordination Council directly affecting the interests of any member of the Coordination Council cannot be taken in its absence.

4.3. On issues of informatization and communication, requiring a coordinated policy, joint meetings of the Coordination Council and the Council of Heads of Communications Administrations of the Regional Commonwealth in the Field of Communications (hereinafter - RCC) may be held.

4.4. The Coordination Council approves the Regulations of the Coordination Council, which determines the procedure for its work.

4.5. To carry out its tasks and functions, the Coordination Council has the right:

4.5.1. To ask the members of the Coordination Council for the information necessary to carry out the tasks assigned to the Council.

4.5.2. To create, in the prescribed manner, for the fulfillment of the tasks facing the Coordination Council, permanent or temporary commissions, expert and working groups, approve provisions on them, determine their location, work order, appoint leaders and monitor the activities of these bodies.

4.5.3. To make proposals on the volumes of financing of projects and programs in the field of informatization, to develop proposals on the sources and amounts of extrabudgetary financing of such programs carried out in the interests of the CIS Member-States.

4.5.4. Organize, with the participation of representatives of interested members of the Coordination Council, the examination of programs and forecasts for the development of information systems and other projects, the implementation of which affects or may affect the interests of two or more participants.

4.6. Members of the Coordination Council have the right:

4.6.1. Submit to the Coordination Council for consideration issues related to their competence, and participate in the discussion of these issues.

4.6.2. Participate in the work of commissions, expert and working groups of the Coordination Council.

4.6.3. To request and receive the necessary materials on all aspects of the activities of the Coordination Council, except as otherwise provided for in the CIS regulatory documents.

4.6.4. Invite experts and consultants to meetings of the Coordination Council.

4.7. Members of the Coordination Council are required to:

4.7.1. Promote the implementation of decisions made.

4.7.2. Maintain confidentiality of information received at meetings of the Coordination Council.

5. Financial support for the activities of the Coordination Council

5.1. The Coordination Council is not a commercial organization.

5.2. Financing of the activities of the Coordination Council (organizational work and expenses associated with holding meetings, attracting experts, conducting research and development) is carried out at the expense of the RCC. The costs of the secondment of members of the Coordination Council are borne by the sending parties.

If in a state that is a member of the Coordination Council, the management functions in the field of communications and informatization are divided, then the executive authorities for communications and informatization should participate in the formation of the RCC budget in appropriate shares.

5.3. The cost estimate of the Coordination Council is approved by the RCC Board of the Communications Administrations Heads.

6. Final Provisions

6.1. The working language of the Coordination Council is Russian.

6.2. Organizational and technical support for the activities of the Coordination Council rests with the RCC Executive Committee. acting in accordance with the Regulations on the RCC Executive Committee.

6.3. The proposal to abolish the Coordination Council is adopted by a simple majority of votes at its plenary meeting and is submitted to the Council of the CIS Governments Heads, which decides on this issue.

6.4. These Regulations may be - amended and supplemented, approved by the Council of the CIS Governments Heads.

6.5. The Coordination Council reports on its activities, as necessary, to the CIS Economic Council.
