On 17 May 2024, the 56th/45th joint-meeting of the RCC Postal Commission, the RCC Postal Operators Board and their Working Bodies was held in Tashkent, Republic of Uzbekistan.

Alexei Borodin, RCC Director General, opened the joint-meeting, thanking the designated operator of the Republic of Uzbekistan, Uzbekistan Pochtasi, for the logistical support of the meeting.

Deputy Chair of the RCC Commission on Postal Communications Mirza Matyakubov and Chairman of the RCC Postal Operators Board Alisher Faizullaev addressed the participants of the joint meeting with welcoming words.

Mario González-Montiel, head of the European Region and CIS programme at the Universal Postal Union's Directorate for Development and Cooperation, who began his address to the joint meeting in Russian, highlighted key upcoming UPU activities and wished participants a productive meeting.

The meeting heard and took note of the reports of the Chair of the Working Groups operating under the RCC Postal Commission:

- Report of Elena Drozdovich, Chair of the Working Group on the development of postal products, e-commerce and their digitalization on topical issues of postal operators in the field of e-commerce,

- Report of Aliya Shaltynova, Chair of the Financial Services Working Group on topical issues of postal operators in the area of financial services,

- Report of Alexander Sergeev, Chair of the RCC Postal Security Action Group on topical issues in the field of postal security.

Considerable attention during the meeting was paid to the results of the spring session of the Postal Operations Board and the UPU Council of Administration and preparations for their autumn session, as well as the preparation of the RCC CAs for the 28th UPU Congress in 2025. During the relevant discussions, presentations were made by:

- Svetlana Shimanskaya, Head of the Postal Communications Department of the Ministry of Communications and Informatization of the Republic of Belarus,

- Olga Zhitnikova, Deputy Chair of the RCC Working Group on Working with UPU,

- Marina Tikhomirova, a specialist of FGBU NIIR, representing the Communications Administrations of the Russian Federation.

The Communications Administrations of the Russian Federation presented an initiative to create a standing group under Commission 1 ‘Governance and management of the Union’ of the UPU CAs, whose terms of reference will be mainly devoted to the issues of managing the Union's financial resources.

The joint meeting also discussed the events to be organized by telecom administrations and designated operators of the RCC to celebrate the 150th anniversary of the Universal Postal Union. In addition, the joint meeting approved the themes for the issuance of postage stamps by RCC communications administrations for 2025-2026: ‘80 Years of Victory in the Great Patriotic War’ (2025) and ‘Regional Commonwealth in the Field of Communications - 35 Years’ (2026). As a result of the discussions, the joint-meeting formulated a proposal to the RCC Board of the CAs Heads on the establishment of the joint Commission Board and the Board on the publication, distribution, and collection of postage signs.

In addition, the participants of the joint-meeting discussed the issues of creating legal conditions for the functioning of designated RCC postal operators to ensure stable and efficient operation of the universal infrastructure, noting the relevance of the topic for the RCC/CIS region, and expressed their desire to deepen the discussion of regulatory approaches to the regulation of marketplaces.
