On 5 December 2023, the 12th Coordination Meeting of the RCC CAs delegations within the framework of the ITU World Radiocommunication Conference was held in Dubai under the chairmanship of the  RCC responsible coordinator for WRC-23б Valery Butenko.

The RCC coordination meeting was attended by representatives of the Communications Administrations of: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Uzbekistan and the staff of the RCC Executive Committee.

A total of 48 representatives of the RCC Member-States attended the meeting.

The 12th Coordination Meeting proceeded in accordance with the proposed Agenda. The World Radiocommunication Conference, which began its work more than a fortnight ago, is considering more than 30 agenda items affecting practically all radiocommunication services.

Agenda items for WRC-23 include:

   - Identification of additional frequency bands for further development of International Mobile Telecommunications (IMT), including the use of high-altitude platform stations as IMT base stations for universal deployment of wireless networks.

   - Improving the international regulatory framework for geostationary orbit (GEO) and non-geostationary orbit (NGSO) satellites while promoting equal access for all countries.

   - Utilizing satellite technologies to provide broadband services to improve connectivity, especially in remote areas.

   - New spectrum to improve radio communications in air mobile services, including satellite communications, and to facilitate the use of space and Earth exploration satellite services for climate monitoring, weather forecasting and other scientific applications.

   - Modernization of the Global Maritime Distress and Safety Communications System.

- Regulatory framework for the use of earth stations in motion on board aircraft and ships to communicate with GEO and NGSA satellites.

   - The future of the ultra-high frequency (UHF) radio band has implications for television broadcasting, program making and special events, as well as for public protection and disaster relief.

Traditionally, the Agenda of the Coordination Meetings includes questions on the results of the work of the RCC delegation for the past day and on the upcoming tasks for today - 5 December 2023.

Yesterday on 4 December 2023 at the Coordination Meeting of the RCC AU delegations within the framework of the work of WRC-23 the issue of arranging support for the contribution under item 1.2 in the band 6425-7125 MHz on the identification of this band for IMT was considered.

The above contribution was joined by the heads of delegations of the RCC Communications Administrations at WRC-23: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Russian Federation and the Republic of Uzbekistan.

As a result of the joint work of the RCC delegation, this contribution received the status of RCC GPs for the work of WRC-23 (COM 4, Document 315-R, 4 December 2023).

The main work of the RCC delegation at the conference is centered in Committees 4, 5 and 6 and the working groups/subgroups of the Committees on Ground and Space Services, as well as in the Committee that considers future WRCs.

Work is being done every day to establish agendas for future WRCs.

The number of possible agenda items for WRC-27 initially totaled 37, which is excessive for the final agenda.

The regional organizations are tasked with preliminary assessment and categorization of agenda items in order to identify priority issues.

At the RCC meeting, the importance of issues related to IMT development as well as regulation of non-geostationary satellite systems was noted first of all.

This week intensive work is expected on the draft Resolutions of WRC-23, proposing new items to the agenda of the future conference.
