The Radiocommunication Assembly 2023 (RA-23) was held from 13 to 17 November 2023, in the city of Dubai, UAE, in a hybrid format.

The meeting was chaired by the Chair of the Radiocommunication Assembly 2023, Carol Wilson, representative of Australia.

The ITU Radiocommunication Assembly 2023 was attended by representatives of the Communications Administrations of the Regional Commonwealth in the Field of Communications: the Republic of Armenia, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Uzbekistan, as well as the staff of the RCC Executive Committee.

Preparatory work for RA-23 by the Regional Commonwealth in the Field of Communications was carried out during the previous 4 years after the completion of RA-19.

The Radiocommunication Assembly heard the reports and results of the work of Committee 2 (Budgetary Control), Committee 4 (Structure and Work Programme of Study Groups), Committee 5 (Working Methods of RA and SG). Also, the report of the RA-23 Chairman and the materials presented by the study groups (1, 3, 4, 5, 6, 7, CCV) and the list of ITU-R RA-23 resolutions were presented.

Summarizing the results of RA-23 it should be noted that all the tasks set for the Regional Commonwealth in the field of communications were implemented. The common RCC proposals to AR-23 were adopted. V. Strelets was appointed to the post of Chairman of ITU-R Satellite Services SG4. At the same time, the assembly decided to appoint vice-chairmen from all regions to the first meetings of the Radiocommunication Advisory Group (RAG), Study Commissions (SC), Terminology Coordination Committee (TCC) and ITU-R working bodies.

At the closing ceremony of RA-23, D. Dusmatov, Vice-Chairman of RA-23, representative of the Republic of Uzbekistan, spoke on behalf of the Regional Commonwealth in the Field of Communications, and D. Tur spoke on behalf of the Russian Federation. They expressed their gratitude to the host, ITU management and the Chair of RA-23 for fruitful, active and important work during the RA-23 period.

At the end, the AR-23 Chair thanked all participants for their coordinated and constructive work.
