The 4th UPU Extraordinary Congress continued its work in the city of Riyadh.

Plenary Session 4 - Postal sector climate action - voluntary emission targets, climate ambitions for the rest of the cycle and greening the widening access programme - was held on 03 October 2023.

Masahiko Metoki, Director General of the UPU International Bureau, opened the above session and delivered welcoming remarks.

The meeting was then chaired by the co-chair of session 4 of the Postal Sector Climate Action.

The focus was on document 7 Proposal 02 - UPU action on climate change.

It was strongly recommended that UPU designated operators join the process of reaching a target level that reflects their current climate change capabilities and ambitions.

- Document 7 Proposal 02, Annex 01 - A tiered approach to reducing carbon dioxide emissions;

- Document 7 Proposal 02, Annex 02 - Programme and Budget (P&B) Impact Statement (2024-2025);

- Document 7 Motion 02, Annex 03 - Post Office Sector Transparency Climate Commitment.

The agenda for the meeting included the following:

- Report to the Fourth Extraordinary Congress on the postal sector's climate action:

A) Report of the Administrative Council;

B) Proposal - UPU climate conservation measures.

During the meeting, the representatives of the RCC CAs of the Republic of Belarus and the Russian Federation took the floor under item 7.
