The 4th UPU Extraordinary Congress continued its work in Riyadh.

Plenary Session 2 - Opening the UPU to the wider postal sector (products and services and UPU reform as a continuous process) was held on 02 October 2023.

The above session was opened by Ms Jehan Alsaid, President of the 4th UPU Extraordinary Congress.

The meeting was then led by representatives from Algeria and the United States, co-chairs of the task force on opening up the UPU to the wider postal sector.

The focus was on document 4:

Proposal 03 - Further reform and opening up the UPU to the wider postal sector.

Member-States were invited to:

- Support the implementation of this resolution and communicate to Union bodies any information relevant to the technical work of those bodies and the development of proposals to be submitted to the 2025 Congress;

- participate actively in the development of proposals to be submitted to the 2025 Congress in accordance with this resolution;

- contribute to reducing the costs associated with the operational, commercial, technical and economic activities within the scope of this resolution by providing in-kind support, such as human resources, technological solutions and/or any other type of contribution that may lead to the desired outcome but at a lower cost;

Proposal 04 - Opening up the UPU to a wider range of postal sector stakeholders - UPU reform as an ongoing process.

Member-States are encouraged to:

- actively participate in the work of the standing body and in the development of proposals to be presented at future congresses;

- ensure that resources are available for the establishment and sustainability of this crucial standing body.

The agenda for the meeting included the following:

1. Opening up the UPU to the wider postal sector (products and services);

2. opening up the UPU to the wider postal sector (UPU reform as an ongoing process).

This was followed by Plenary Session 3 - The future of postal financial services.

The delegation of the RCC CAs held a RCC Coordination Meeting between the plenary sessions. RCC participants exchanged views on the UPU Congress Agenda.

The afternoon session was led by representatives from Morocco and India.

The focus was on document 5 Report of the Postal Operations Board. The future of postal financial services and amendments to the Postal Payment Services Agreement.

The 4th UPU Extraordinary Congress will continue its work until 5 October 2023.
