In the period from 5 to 7 September 2023, meetings of the Working Bodies of the RCC Commission on the Regulation of the Usage of Radio Frequency Spectrum and Satellite Orbits (RCC Commission on RFS and SO) were held.

The 9th meeting of the Working Group on Preparations for the Radiocommunication Assembly and the World Radiocommunication Conference 2023 (WG RA/WRC) was chaired by the Chairman Albert Nalbandian and his Deputy Sergey Pastukh.

The meeting of the WG RA/WRC was devoted to the following issues:

- Position of the RCC CAs on the issues of WRC-23;

- Drafts of general proposals RA-23/WRC-23;

- Contributions on WRC-23 agenda items;

- Materials of the ITU-R EC's PVP on RA-23;

- Information on international events on RA-23/WRC-23 issues;

20th meeting of the Working Group on Radio Spectrum Management.

The RCC WG meeting developed a draft RCC Recommendation on the organization and operation of radio frequency services. The issue of development of the RCC Recommendation "Determination of conditions for the use and implementation of 5G-NR/IMT-2020 systems in the radio frequency bands 694-790 MHz, 3400-3800 MHz and 4800-4990 MHz in the RCC countries in the border areas" was discussed, as well as the proposals of the RCC AC on the revision of the Radio Control Handbook and on the preparation and maintenance of the Common Table of Frequency Allocation of the RCC member countries.

The meeting was chaired by Alexey Ivashkin, Chairman of the Working Group on Radio Spectrum Management.

A 19/7th joint-meeting of the Working Group on Radio Broadcasting and the Project Group on the development of proposals for additional channels to the Plan of Digital Terrestrial Television Broadcasting "Geneva-06" in the frequency band 470-694 MHz of the RCC AU was also held.

Experience and information on the introduction and production of receiving and transmitting equipment for digital terrestrial television and sound broadcasting in the RCC member countries were exchanged at the meeting. The issues on the direction of development and introduction of NTABs in the frequency bands 66-74, 87.5-108, 174-230 MHz in the RCC member countries, on the preparation of a working document for the draft RCC report "Study of conditions and consideration of options for the introduction of promising TV broadcasting systems and the formation of common approaches of the RCC countries regarding the prospects and timing of implementation, taking into account the existing and expected future availability of radio frequency spectrum" were considered. The contribution of the Russian Federation was also considered in the form of "Results of tests to clarify the conditions of joint use of terrestrial television broadcasting RPS and LTE standard RPS in the 694-862 MHz band".

The meeting was chaired by Andrey Lashkevich, Chairman of the joint meeting of the WG RB and the WG DTV.
