The ITU Council is the governing body of the Union between Plenipotentiary Conferences. The role of the ITU Council is to address a wide range of telecommunication policy issues and to ensure that the Union's activities, policies and strategies fully meet the requirements of today's dynamic and fast-changing telecommunication environment.
The inaugural event was opened by ITU Council President Cesar Martinez and ITU Secretary-General Doreen Bogdan-Martin.

The ITU Council is attended in a hybrid format by representatives of the Communications Administrations of the Regional Commonwealth in the Field of Communications: Republic of Armenia, Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Uzbekistan, as well as representatives of the RCC Executive Committee.
The agenda includes the following:
1. Opening remarks by the President of the 2023 Council;
2. Adoption of the agenda for the opening plenary meeting;
3. Video message by the UN Under-Secretary-General;
4. Report of the Secretary-General on the situation in the country.
On July 11, 2023, a High-Level Segment meeting was held within the ITU Council.
The above-mentioned meeting was opened by the ITU Secretary General Doreen Bogdan-Martin.
The moderators of this meeting were:
- Thomas Schneider, Ambassador and Director of International Relations, Federal Office of Communications (OFCOM), Switzerland;
- Notachard Chintakanond, Executive Director, Bureau of International Affairs, National Broadcasting and Telecommunications Commission (NBTC), Thailand;
- Irene Kaggwa, Executive Director, Uganda Communications Commission, Uganda.
The agenda for the above meeting included the following:
1. Panel 1 - Providing universal meaningful connectivity for all (Part 1);
2. Panel 2 - Providing universal meaningful connectivity for all (Part 2);
3. Panel 3 - Navigating the frontiers of new technologies: opportunities and challenges.
