The 23rd meeting of the RCC Commission on the Regulation of the Usage of the Radio Frequency Spectrum and Satellite Orbits (RCC Commission on the RFS and SO) and its Working Bodies (WG RA/WRC, WG RFS, WG RB, WG DTB) was held in Almaty, Republic of Kazakhstan from 22 to 26 May 2023.

The meeting of the Commission was chaired by Valeriy Butenko, Chairman of the RCC Commission on the RFS and SO.

The Vice-Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Askhat Orazbek welcomed the participants and stressed the importance of holding this international event in the Republic of Kazakhstan, which will allow all RCC Member-States to prepare for the Radiocommunications Assembly (RA-23) and the World Radiocommunications Conference 2023 (WRC-23) on a high scientific and technical level and wished the participants a fruitful meeting.

Nurudin Mukhitdinov, General-Director of the RCC Executive Committee, thanked the Communication Administration of the Republic of Kazakhstan for inviting and hosting the events at such a high level. It was noted that all new technologies are emerging, including 5G, artificial intelligence, smart cities, which has a strong impact on the scientific and technological development worldwide, the structure of production and socio-economic processes. It is necessary to promote efforts to deepen international cooperation in the field of digital technologies and accelerate their implementation in the RCC area.

The ITU representative, Karlis Karlovic Bogens, read a welcoming address by Mario Manevic, Director of the Radiocommunication Bureau (BR) of the International Telecommunication Union (ITU). It was noted that this is a crucial year for the global radiocommunication community, including spectrum regulators, industry representatives and radiocommunication service providers. The World Radiocommunication Conference 2023 will be held in Dubai, UAE from 20 November to 15 December. During the four-week conference, ITU members will discuss and take decisions on a wide range of regulatory issues related to space and terrestrial radio services.

The meeting was attended by 88 representatives of the communications administrations of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Uzbekistan, as well as representatives of the ITU, International Amateur Radio Union Region 1 (IARU-R1), Inmarsat and the RCC Executive Committee.

The RCC Commission on RPS and JI considered the re-election of the Chairman and Vice-Chairmen of the Commission for the next term of office. On the proposal of the Russian Federation, the Commission unanimously re-elected Valery Vladimirovich Butenko (Russian Federation) as Chairman of the Commission for the period 2024 - 2026 and submitted this decision to the next RCC Heads of Administration Council for approval.

The following were re-elected as Vice-Chairmen:

Ghulam Abdullayev (Republic of Azerbaijan);

Albert Nalbandian Albert (Republic of Armenia);

Dmitry Korzun (Republic of Belarus);

Rizat Rakhatbekovich (Republic of Kazakhstan);

Dilmurod Dusmatov (Republic of Uzbekistan).

The information on preparations for WRC-23 and AR-23 in the regional telecommunication organisations was presented by Mr Sergey Pastukh, Deputy Chairman of the RCC WG AR/WRC Commission on RFS and SO, and Mr Karlis Karlovic, Head of Mobile and Fixed Services Department of the ITU BR.

The meeting of the RCC Commission considered topical issues of radiocommunication and broadcasting and considered the reports of the working bodies of the Commission.

The Commission approved and recommended to the RCC CAs the following documents for use in its work:

- The sixth (27.5 - 174 MHz), seventh (29.9 - 66 GHz) and eighth (66 - 3000 GHz) fragments of the Common Table of Frequency Allocation of RCC Member Countries, as well as adjustments to the first (470 - 1930 MHz), second (1930 - 6700 MHz) and third (6700 - 14500 MHz) fragments.

The following documents were approved at the Commission meeting:

- "RCC CAs position on agenda items for the World Radiocommunication Conference 2023, version of 26 May 2023";

- Draft General Proposals of the RCC on items: 1.2 (3.4 GHz (Region 2) and 10 GHz (Region 2)), 1.3, 1.4 (1700 MHz, 2 GHz, 2.5 GHz), 1.10, 1.11, 1.19, 7 (D3, K), 9.1 (Resolution 655);

- Contributions to ITU-R WG 4A and 5D meetings.

At the invitation of the CA of the Russian Federation it was decided to hold the next meeting of the Commission and its working bodies in September 2023.

The Commission considered the applications of Huawei Technologies Co, Ltd, Policy Impact Partners (PIP), Viasat for admission to the RCC Commission on the RFS and SO as observers and approved the decision on admission of the abovementioned companies to the RCC Commission on the RFS and SO for approval by the RCC Board of the CAs Heads.

The participants thanked the staff of the ITU Radiocommunication Bureau for their active and fruitful participation in the meeting.

The Chairman of the RCC Commission on the RFS and SO Valery Butenko and the Head of the Sector of the RCC Executive Committee Alexander Kirichenko, as well as all participants of the meeting thanked the Communications Administration of the Republic of Kazakhstan for the high-leveled organization of the Commission meeting.
