On April 6, in Geneva, the work of the 2nd session of the Preparatory Meeting for the Conference (CPM23-2) ended, which, according to the schedule, Report on the technical and regulatory foundations of the work of the World Radiocommunication Conference, which is held in Dubai (UAE) from November 19 through December 16, 2023.

CPM23-2 has over 1900 participants from 125 ITU Member States.

Representatives of the Communications Administrations of the Regional Commonwealth in the Field of Communications (RCC CAs): the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Uzbekistan and representatives of the RCC Executive Committee took part in the work of CPM23-2 in a hybrid format. Also present at the meeting were representatives of members of the ITU Radiocommunication Sector and delegates from various United Nations agencies and international organizations.

During the two-week meeting, possible decisions were discussed on more than 35 issues on the WRC-23 agenda, the most important of which are:

- identification of additional frequency bands to continue the development of International Mobile Telecommunications (IMT), including the use of stations on high-altitude platforms as IMT base stations;

- the future of broadcasting in the frequency range 470-694 MHz due to the possible expansion of the use of this frequency band by mobile communication systems.

- identification of additional radio frequency bands for the development of the satellite Internet of Things (IoT), radio communications with aircraft using satellites, as well as space research services and the Earth exploration satellite service for climate monitoring, weather forecasting and other scientific purposes;

- identification of additional frequency bands for the modernization of the Global Maritime Distress and Safety System, as well as for the operation of earth stations in motion on board aircraft and ships for communication via satellites in geostationary (GSO) and non-geostationary (non-geostationary (non-GSO)) orbits;

- improvement of procedures for notification, registration and coordination of frequency assignments for satellites in geostationary (GSO) and non-geostationary (non-GSO) orbits.

The Chairman of the RCC Commission on Regulation of the Use of the Radio Frequency Spectrum and Satellite Orbits (the RCC Commission on RFS and CO) Valery Butenko and the Chairman of the AR/WRC Working Group of the RCC Commission on RFS and CO Albert Nalbandyan coordinated the work of the delegations of the RCC member states during the work of CPM23-2.

The meeting considered more than 200 papers containing amendments to the CPM Report, which was drafted in working groups of ITU Study Groups over the past three years. Thanks to the well-coordinated work at CPM23-2, the RCC CA delegations managed to fully reflect in the adopted CPM Report the agreed position of the RCC on all items of the WRC-23 agenda, which was approved by the RCC Commission on Regulation of the Use of the Radio Frequency Spectrum and Satellite Orbits in February 2023 .

Within the framework of the CPM23-2 meeting, interregional meetings of the RCC CAs were held with representatives of the Arab Spectrum Management Group (ASMG), representatives of the Preparatory Group for WRC-23 of the Asia-Pacific Telecommunications Community (APT), as well as the European Preparatory Group for the Conference (CPG ) to discuss the most pressing issues on the agenda. The parties discussed issues of interest to them and agreed on further cooperation.

“The discussions and consensus reached during CPM23-2 will lay the foundation for a successful World Radiocommunication Conference,” said Mario Maniewicz, Director of the ITU Radiocommunication Bureau. “The results of WRC-23 will have a huge impact on the development of innovative, future-oriented radiocommunication services provide secure, fast and uninterrupted global communications for everyone."
