On March 27, the 2nd session of the Preparatory Meeting for the Conference (CPM23-2) began its work in Geneva, the mandate of which is to prepare a Report on the technical and regulatory framework for the work of the World Radiocommunication Conference, which will be held in Dubai (UAE) during the period from November 19 to December 16, 2023.

Representatives of the Communications Administrations of the Regional Commonwealth in the field of communications take part in the work of CPM23-2 in a hybrid format: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Uzbekistan, as well as representatives of the RCC Executive Committee.

Valery Butenko, Chairman of the RCC Commission on the Use of the Radio Frequency Spectrum and Satellite Orbits, and Albert Nalbandyan, Chairman of the Working Group of the Commission on preparations for RA-23/WRC-23, coordinate the interaction of the delegations of the RCC member countries during CPM23-2. During the traditional daily coordination meetings, the delegations of our region jointly discuss the key points of consideration of the issues on the agenda of WRC-23 and documents prepared by other administrations.

Work is underway to reflect in the CPM Report the position of the RCC CAs, which was adopted in February 2023, by submitting proposals for adjusting the CPM Report on most of the WRC-23 agenda items, including proposals for the WRC 2027 agenda.

During the first days of CPM23-2 meetings, discussions took place on the use of IMT systems in the 6426-7125 MHz band, regulatory issues for the use of non-geostationary systems, as well as the use of frequency bands for controlling unmanned aerial vehicles.

As part of the CPM23-2 meeting, interregional meetings are held to discuss the most pressing issues on the agenda. At these events, RCC coordinators have the opportunity to present and justify the position of our region and listen to the opinion of the other side. At the same time, the parties, as a rule, propose to continue further discussion of issues at the level of coordinators in order to bring the positions of the regions closer together before the start of the upcoming WRC-23.

To date, meetings have been held with representatives of the Arab Spectrum Management Group (ASMG) and representatives of the Preparatory Group for WRC-23 of the Asia-Pacific Telecommunity (APT), which took place in a constructive dialogue. The parties discussed issues of interest to them and agreed on further cooperation.

The meeting will continue its work until April 7, 2023.
