On February 17, 2023, the 22nd meeting of the RCC Commission on Regulation of the Use of the Radio Frequency Spectrum and Satellite Orbits (RCS Commission on RFS and SO) was held via videoconferencing.

The meeting was opened by Valery Vladimirovich Butenko, Chairman of the RCC Commission on RFS and CO.

The meeting was attended by 118 representatives of the communications administrations of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, as well as representatives of the ITU, the International Amateur Radio Union of the 1st Region (IARU- R1), Inmarsat, Huawei and the RCC Executive Committee.

Mukhitdinov Nurudin Nasretdinovich, Director General of the RCC Executive Committee, addressed the participants of the meeting with a welcoming speech, emphasizing the importance of nominating candidates from the RCC to the governing bodies of WRC-23, RA-23 and to the working bodies of ITU-R. He noted the productive work of the Working Group of the RA/WRC of the RCC Commission on RFS and CO in preparation for the Radiocommunication Assembly and the World Radiocommunication Conference in 2023, under the leadership of Chairman Nalbandyan Albert Bagratovich.

At the meeting of the RCC Commission on RFS and CO, the report on the work done by the Chairman of the Working Group of the AR/WRC of the RCC Commission on RFS and CO, Albert Bagratovich Nalbandyan was considered.

The following documents were approved at the meeting of the Commission:

- “Preliminary position of the RCC CAs on the items of the Agenda of the World Radiocommunication Conference 2023, version dated February 17, 2023”;

- Draft contributions to the second session of the Preparatory Meeting for the 2023 Conference;

- Current nominations for WRC-23, RA-23 governing bodies and ITU-R working bodies.

The meeting participants thanked the staff of the ITU Radiocommunication Bureau for their active and fruitful participation in the meeting.

At the closing of the meeting, Valeriy Vladimirovich Butenko, Chairman of the RCC Commission on RFS and RM, expressed his gratitude to all RCC CAs for the well-coordinated work at the meetings of the RCC Commission on RFC and RM and the RA/WRC Working Group, and also thanked the RCC Executive Committee for the technical support of the meetings of the RCC Commission on RFS&CO and its RA/WRC Working Group via videoconference and for the preparation of these meetings.

Director General of the RCC Executive Committee Mukhitdinov Nurudin Nasretdinovich noted the leading role of the Chairman of the RCC Commission on RFS and CO in the preparation and holding of the meeting, and also thanked all the participants for their active work.

The next meeting of the RCC Commission on RFS and CO is planned to be held from 22 to 26 May 2023 in Almaty, Republic of Kazakhstan.
