From 17 to 19 January 2023, the UPU International Bureau, in close cooperation with Kazpost, organised the first seminar on the launch of the ORE 3 project for Eastern Europe, Caucasus and Central Asia (EECCA) in Astana, Republic of Kazakhstan and via videoconference.
Delegates from the UPU member countries as well as full members of the RCC Council of Postal Operators - Azerpost LLC, Haypost CJSC, Belpochta RUP, Kazpost JSC, Kyrgyz Pochtasy SE, Russian Post JSC, Postai Tojik SE, Uzbekiston Pochtasi JSC and staff from the RCC Executive Committee participated in the seminar.
The above-mentioned seminar was opened and welcomed by representatives of the UPU IB, Ellili Chokri and Yuri Spiriev.
A message from Masahiko Metoki, Director General of the UPU IB, was also presented.
Natalya Zorya, Deputy General-Director of the RCC Executive Committee, welcomed the participants to the regional seminar.
The main objective of this key regional strategic project on ORE 3 is to ensure improved efficiency in postal network delivery by helping designated operators modernize their operational processes and use all available standardized end-to-end (E2E) IT tools and systems to implement operational solutions that meet regulatory, operational and technical requirements.
The workshop agenda includes the following:
- Operational E-commerce Readiness Project (ORE 3);
- WCO and UPU cooperation;
- Implementation of CDS 2022 M53 (ITMREF) and M54 (REFRSP) standards on electronic messaging, providing means to communicate Pre-Advance Cargo Information System (PLACI) data to designated operators of origin, as well as receiving responses to the information sent;
- M48 Electronic Message Exchange Standard (CARDIT), providing the means to communicate Pre-loading Advance Cargo Information (PLACI) data to carriers and ensuring its conversion into cargo messages sent by carriers to the destination Customs;
- Reporting and quality monitoring tools;
- Product Integration Plan: Recommendations for the period 2022-2025;
- Online advanced training course on additional security and certification of the security system;
- Service Quality Improvement Fund: project development, evaluation and follow-up;
- EMS development: enhancing resilience and business recovery.
At the end of the workshop, representatives of the UPU IB and the RCC Executive Committee thanked all participants for their active participation and Kazpost representatives for their warm welcome.
