On October 25, 2022, the joint 58th meeting of the Board of the Communications Administrations Heads of the Regional Commonwealth in the Field of Communications and the 28th meeting of the Coordination Council of the CIS Member-States on Informatization at the RCC were held in Samarkand.

The meeting was attended by delegations of the RCC full members - Communications Administrations of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan.

The following participants took part in the meeting as invited participants: representatives of the Regional Office of the International Telecommunication Union for the CIS states, the Universal Postal Union, the CIS Executive Committee.

In addition, the meeting was attended by numerous experts of telecom operators and manufacturers of communication equipment: the Republican State Enterprise "State Radio Frequency Service" of the Republic of Kazakhstan, CEO Astana Hub, NIT JSC, Sergek Group, the State Service for Regulation and Supervision in the Communications Industry under the Ministry of Digital Development, the State Enterprise "Infocom", the Federal State Budgetary Institution NIIR, ANO "Digital Economy", PJSC "VimpelCom", PJSC "Rostelecom", LLC "Tsifromed",  ANO "Competence Center for Global IT Cooperation", PJSC "MTS", JSC "Uzbekistan Pochtasi", LLC "RUSHAITEKEXPORT", Community and Public Policy Officer RIPE NCC, ICANN, "ISKRATEL", LLC "Iskratel Tashkent", CJSC "TT Mobile" (MegaFon Tajikistan), LLC "FOPTNET", State Service for Special Communications and Information Security of the Republic of Azerbaijan, JSC "Kazakhtelecom".

The joint-meeting was opened by the General-Director of the RCC Executive Committee, Nurudin Mukhitdinov.

The meeting was chaired by the Deputy Chairman of the Coordination Council of the CIS Member-States on Informatization at the RCC, Chairman of the Communication Service under the Government of the Republic of Tajikistan, Beg Sabur.

The Chairman of the RCC Board of the Cas Heads and the Coordination Council of the CIS Member-States on Informatization at the RCC, Maksut Shadaev addressed to the participants with a welcoming speech via videoconference.

The Minister for the Development of Information Technologies and Communications of the Republic of Uzbekistan, Sherzod Shermatov also addressed to the participants with a welcoming speech.

The Chairman of the CIS Executive Committee Ilkhom Nematov addressed to the participants with a welcoming speech.

Dmitry Kobitsky, Secretary-General-Head of the Secretariat of the IPA CIS Council, addressed to the participants with a welcoming speech.

The participants were welcomed by Houling Zhao, Secretary-General of the International Telecommunication Union, via videoconference.

Deputy General-Director of the Universal Postal Union Marjan Osvald addressed to the participants with a welcoming speech.

At the joint-meeting of the RCC Board of the CAs Heads and the Coordination Council, the practice of holding round tables on topical issues of the industry development was continued.

The heads of the RCC Communications Administrations exchanged views on the issue of digital development of the RCC Member-States.

The meeting participants discussed the preparations of the RCC Communications Administrations for the ITU Radiocommunication Assembly and the ITU World Radiocommunication Conference 2023.

The meeting participants approved the work of the delegations of the RCC CAs:

- at the ITU World Telecommunication Standardization Assembly 2022 (WTSA-20) and the preparation of the RCC CAs for WTSA-24,

- at the ITU World Telecommunication Development Conference 2022 (WTDC-21) and the preparation of the RCC CAs for WTDC 2026,

- at the ITU Plenipotentiary Conference 2022 (PP-22).

The meeting participants heard information about the activities of the Expert Council of the Interparliamentary Assembly of the Commonwealth of Independent States – Regional Commonwealth in the field of communications.

The meeting participants considered a block of postal issues:

- implementation of the "Action Plan for the Implementation of the Decisions of the 27th UPU Congress and the Abidjan Postal Strategy for 2022-2025",

- on the implementation of the UPU Regional Development Plan for 2022-2025 for the Europe and Central Asia region.

The RCC Postal Commission and the RCC Postal Operators Board will continue to coordinate and monitor the implementation of the Action Plan.

At the meeting, also was heard information on the Action Plan for the implementation of the Strategy for Ensuring Information Security of the Commonwealth of Independent States for the period up to 2030, as well as on the measures taken by the RCC CAs to actions against fraud on communication networks.

The participants also discussed a large block of issues related to the internal activities of the Commonwealth:

- approved the report on the activities of the RCC Executive Committee over the past period and the results of the independent audit of the financial and economic activities of the RCC for 2021,

- considered the issue of adjusting the estimate of income and expenses of the RCC for 2022, approved the estimate of income and expenses of the RCC for 2023 and the planning period for 2024-2025.

Minister for the Development of Information Technologies and Communications of the Republic of Uzbekistan Sherzod Shermatov was elected to the position of Chairman of the RCC Board of the CAs Heads and the Coordination Council of the CIS Member-States on Informatization at the RCC for a period of 3 years.

At the meeting, the Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadaev was appointed as a Deputy Chairman of the RCC Board of the CAs Heads, as well as Deputy Chairman of the Coordination Council of the CIS Member-States on Informatization at the RCC

At the end of the meeting, the ceremony was held to award RCC participants and industry veterans with orders and medals of the RCC.

In conclusion, the participants of the meeting expressed their gratitude to the Government and to the Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan for the warm welcome and for the excellent organization of the joint-meeting of the RCC Board of the CAs Heads and the Coordination Council.

The Chairman of the meeting of the RCC Board of the CAs Heads and the Coordination Council Beg Sabur expressed special words of gratitude to the RCC Executive Committee and personally to the General-Director of the RCC Executive Committee N. Mukhitdinov for the high-quality preparation and organization of the RCC events in Samarkand.
