On 3 October 2022, the ITU Plenipotentiary Conference 2022 (PP-22) elected 12 Members to the Radio Regulations Board as well as 48 Member-States to the ITU Council for the next 4 years.

The Radio Regulations Board is an independent advisory and appeals body of ITU-R, consisting of 12 Members, that are elected on the basis of a regional distribution of seats covering the entire world.

Sahiba Hasanova (Republic of Azerbaijan) was elected as a Member of the Radio Regulations Board for the Region C (Eastern Europe and Northern Asia) for the period 2023-2026 with 114 votes and Rizat Nurshabekov (Republic of Kazakhstan) with 76 votes.

The ITU Council acts as the governing body of ITU between sessions of the Plenipotentiary Conference, it is the highest governing body that is convened every four years to establish the strategic directions and budget plans of the IT.

The Council oversees ITU activities, policies and strategies, directs working groups on topics identified by the Plenipotentiary Conference or by the Council itself, and prepares draft ITU Strategic and Financial Plans for submission to the next Plenipotentiary Conference.

The Republic of Azerbaijan obtained the required number of votes and became one of the five members of the ITU Council of Member-States.

In accordance with the established practice, daily RCC Coordination Meetings are held during the Plenipotentiary Conference in order to coordinate the positions of the RCC Communications Administrations and to develop an agreed position and proposals of the RCC on the agenda of the PP-22.
