The ITU Plenipotentiary Conference 2022 (PP-22) was opened in Bucharest on 26 September 2022.

The Plenipotentiary Conference is the supreme decision-making body of the International Telecommunication Union (ITU). The Conference is held every four years and is a key event where ITU Member-States decide on the future role and direction of the organization, thus defining the organization's ability to influence the development of information and communication technologies (ICT) worldwide.

The PP-22 festive event was opened by Sorin Grindeanu, Minister of Transport and Infrastructure of Romania, Houlin Zhao, ITU Secretary General, and Sebastian Burduja, Member of the Romanian Chamber of Deputies.

A video greeting on behalf of UN Secretary-General António Guterres was also presented.

PP-22 is attended in a hybrid format by representatives of the Communications Administrations of the Regional Commonwealth in the Field of Communications: Republic of Armenia, Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, as well as the staff of the RCC Executive Committee.

The first organizational plenary meeting of the ITU Plenipotentiary Conference 2022 (PP-22) was held on 26 September 2022 in Bucharest.

The plenary was opened by Houlin Zhao, ITU Secretary-General, and Sabin Sărmaș, elected President of the ITU Plenipotentiary Conference 2022.

The plenary session dealt with the following issues:

1. Opening of the meeting;

 2. Adoption of the Agenda;

 3. Election of the President of the Conference;

 4. Address by the President of the Conference;

 5. Election of the Vice-Presidents of the Conference;

 6. Address by the Secretary General;

 7. Structure of the Conference;

 8. Election of the Chairmen and Vice-Chairmen of the Committees;

 9. Composition of the conference secretariat;

 10. Placement of documents;

 11. Date of submission of the report of the Credentials Committee;

 12. The final amount of the contribution unit;

 13. Deadline for notification of final choice of contribution class;

 14. Report of the Council on the implementation of the strategic plan and activities of the Union;

 15. General policy statements;

 16. Other matters.
