The 40th Ordinary Session of the Pan African Postal Union (PAPU) Administrative Council was held from 4 to 14 July 2022 in Kinshasa in person and via videoconference.

The event was attended by members of the PAPU Administrative Council, as well as observers from international and regional organizations. In total, more than 200 delegates from member-states joined the meeting. Representatives of the RCC Executive Committee also attended this event: A. Kirichenko, Head of the Sector on the work with ITU, UPU and RO, and R. Lobotova and S. Marufov, Chief Specialists of the Sector on the work with ITU, UPU and RO.

The General-Director of PAPU Sifundo Chief Moyo opened the above meeting.

Welcoming remarks were made by UPU General Director Masahiko Metoki, UPU Chair of the Administrative Council Isaac Gnamba Yao, DRC Prime Minister Jean-Michel Sama Lukonde Kyenge, Minister of Postal, Telecommunications and Digital Economy of the Republic of Congo Leon Juste Ibombo and General-Director of the Congolese Postal and Telecommunications Corporation Didier Muzete.

The Commissions met from 4 to 6 July 2022:

- Finance and Management Commission;

- Commission on Operations and Technology;

- Policy and Regulatory Commission;

- Strategy Commission.

The Regional Leadership and Regulatory Forums and the Regional Workshop on the African Postal Strategy were held from 7 to 11 July 2022.

The Plenary Meeting of the PAPU Administrative Council was held from 12 to 14 July 2022.

The Plenary elected Tunisia and Botswana as Vice-Presidents of the PAPU Administrative Council.

Issues arising from the 39th regular and 10th extraordinary sessions of the Administrative Council were also discussed. Presentation of the Regional Development Plan (RDP) for Africa (2022-2025) and report on the continental study "Improving digitization of postal services in Africa" -- UPU and partners.

At the end of the Administrative Council session, participants reviewed and approved the reports of the meeting.

The main objective of the 40th Ordinary Session of the PAPU Administrative Council was to create and implement digital technologies in a single postal territory that provides innovative, integrated and inclusive policy guidance for the development of the postal sector in Africa. The implementation of digital technologies in the postal sector contributes to the socio-economic development of African citizens and helps drive Africa's industrialization

At the end, General-Director of PAPU concluded the meeting by thanking all the participants for their participation and wished them further fruitful work.
