The seminar is held as part of the UPU's regional strategic project “Operational Readiness for E-Commerce”. Representatives of the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, Moldova, the Russian Federation, Turkmenistan, the Republic of Uzbekistan, as well as representatives of the Federal Communications Agency (Rossvyaz), PostEurop, UPU, MTUSI and the RCC Executive Committee participate in the Workshop.
     At the opening ceremony of the Seminar, the participants addressed the opening speech:
- Vice-Rector of the Moscow Technical University of Communications and Informatics, Director of the Institute for Advanced Studies of MTUCI - Vladimir Viktorovich Voskobovich,
- representative of the Federal Communications Agency (Rossvyaz) - Sarychev Alexander Nikolayevich, Coordinator of regional UPU projects for Europe and the CIS International Bureau of the Universal Postal Union - Spiriev Yury Tomov read out the message from the Director of the UPU Co-operation Bureau for International Cooperation; the Deputy Director General of the RCC Executive Committee welcomed Kadyrkulov Almazbek Apandievich and PostEurop Operations Manager Maira Lodi.
