In the Regional Commonwealth in the field of Communications, preparations for the 2019 World Radiocommunication Conference (WRC-19) took place over 4 years.

     In order to qualitatively prepare our region for WRC-19, traditionally after WRC-15, a specialized RCC AR-19 / WRC-19 Working Group was created under the leadership of A.B. Nalbandyan. Training was organized for each WRC-19 agenda item. The group has traditionally been formed within the framework of the RCC Commission on the Use of the Radio Frequency Spectrum and Satellite Orbits (RCC Commission for RF Frequency and SAR). The results of the work of the AR-19 / WRC-19 WG were constantly reported at the meetings of the RCC Commission on RFS and SO.

Also, over the past 4 years, issues have been the focus of attention of the Council of Heads of RCC CAs. Summing up the work done to prepare the countries of the RCC participants, the Council of the Heads of the RCC CAs on September 16-17, 2019 in Nur-Sultan (Republic of Kazakhstan) approved by its decision:
- the activities of the RCC Commission for the Regulation of the Use of the Radio Frequency Spectrum and Satellite Orbits (RCC Commission for RFES and SO) in preparing the RCC CAs for WRC-19 and AR-19;

- “General proposals of the RCC CAs for the work of WRC-19”, “General proposals of the RCC CAs for the work of AR-19”;
- candidacies of the RCC CAs for the leading posts of WRC-19, AR-19 and ITU-R working bodies (attached).

     The conference was opened by Egyptian President Abdel Fattah al-Sisi. Egypt has been an ITU Member State since 1876.
     During the opening ceremony, UN Secretary General Antoniu Guterres addressed a video message to the participants.
      Amr Badawi from Egypt was appointed Chairman of WRC-19.

At the same time, an informal meeting was held, as well as the 1st plenary meeting. More than 3,500 participants from 193 ITU Member States are expected to attend the 2019 World Radiocommunication Conference, along with 267 observers from 900 ITU members from the private sector, as well as members of international organizations.
      In the evening, the host party organized an official reception on the occasion of the opening of WRC-19 for all participants.
