The ITU Regional Seminar "Experience of training in information and communication technologies for persons with hearing impairment", took place on November 15-16, 2021 in Minsk, the Republic of Belarus in a hybrid format.

The above seminar was attended by representatives of the RCC Communications Administrations: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, as well as representatives of the RCC Executive Committee.

The organizer of the seminar was the educational institution "Belarusian State Academy of Communications" with the support of the Ministry of Communications and Informatization of the Republic of Belarus in cooperation with the Regional Office of the International Telecommunication Union for the CIS Region. The seminar was aimed at training teachers in teaching information and communication technologies to people with hearing impairments.

The above meeting was opened and a welcoming speech was made by the Deputy Minister of Communications and Informatization of the Republic of Belarus Anna N. Ryabova, Director of the ITU Regional Office for the CIS Region Natalia Vyacheslavovna Mochu, Director of the Institute of Inclusive Education of the Belarusian State Pedagogical University Vera Valerievna Khitryuk, Deputy Chairman of the Central Board of the Public Association "Belarusian Society of Deafness" Tatiana Mikhailovna, Rector of the Belarusian State Academy of Communications, Zenevich Andrey Olegovich.

The aim of the seminar was to exchange experience in training people with hearing impairments and their adaptation to working in the field of information and communication technologies.

Modern information and communication technologies make it possible to make life easier for people with hearing disabilities, to expand the availability of vocational education for this category of people. The introduction of modern ICTs in the learning process of persons with hearing impairment contributes to the improvement of the assimilation of the material, the expansion of opportunities for continuing education in higher education institutions, adaptation to life and work in various spheres of production in the context of the development of the information society.

Therefore, training people in information and communication technologies with hearing impairments is an urgent task, the solution of which should be addressed by both state and public organizations.

The seminar program included the following questions:

- Session 1. State policy in the areas of education, labour and social protection of persons with disabilities;

- Session 2. Methods of teaching people with hearing impairment in information and communication technologies;

- Session 3. Technical means of teaching people with hearing impairment in information and communication technologies;

- Session 4. Issues of employment and social adaptation in the information society of persons with hearing impairment.

The participants of the seminar were representatives of government bodies, teachers of information and communication disciplines working with people with hearing and speech impairments, specialists and experts with experience in working with people with hearing impairments.

As a result of the seminar, certificates were awarded to the participants for their active work. Oleg Khodasevich, Dean of the Faculty of Advanced Training and Personnel Retraining of the Belarusian State Academy of Communications, thanked all the participants for the exchange of experience, as well as for joining this seminar.
