On August 25-26, 2021, the 31st meeting of the Working Group on working with ITU at the Coordination of International Cooperation took place, which was first held jointly with the event of the International Telecommunication Union: “ITU Information Session: Technological Priorities of the Countries of the Region: Networks 2030, Quantum Communications, Information Security. Development, testing and standardization.

The meeting was opened by the General Director of the RCC Executive Committee Mukhitdinov Nurudin Nasretdinovich.

Alexey Sergeevich Borodin, Chairman of the Working Group on work with ITU under the Coordination of International Cooperation, addressed the meeting participants with a welcoming speech.

Representatives of the RCC Communications Administrations of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, Mongolia, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, and See also the Management and staff of the RCC Executive Committee.

The meeting was also attended by the Director of the Regional Office of the International Telecommunication Union for the CIS Natalia Vyacheslavovna Mochu and the Program Coordinator of the ITU Regional Office for the CIS region Farid Nakhli.

The agenda of the 31st meeting of the Working Group on work with ITU under the Coordination of International Cooperation included the following issues:

1. On the election of the Vice-Chairmen of the Working Group on work with ITU under the Coordination of International Cooperation;

2. On the appointment of focal points for the preparation for WTSA and WTDC;

3. On the results of the Virtual Consultations of Advisors 2021 and proposals for further steps;

4. On the preparation of the RCC CAs for the ITU Plenipotentiary Conference in 2022 (PP-22);

5. On the preparation of the RCC CAs for the ITU World Telecommunication Standardization Assembly 2022 (March 1-9, 2022, Hyderabad, India);

6. On the preparation of the RCC CAs for the ITU World Telecommunication Development Conference 2021 (WTDC-21) (June 6 - 15, 2022, Addis Ababa, Ethiopia);

7. On the work of the ITU-D Study Groups;

8. Global ITU-D projects implemented in the CIS countries. Overview of BBA Infrastructure Planning Tools;

9. On the work of the ITU-T Study Groups;

10. Consideration and approval of the results of the work of the ITU WG Drafting Group;

11. On the place, time and agenda of the next 41/32 joint meeting of the RCC Commission for the Coordination of International Cooperation and the Working Group on work with ITU under the Coordination of International Cooperation.

The meeting was held in a constructive business atmosphere. Relevant decisions were made on topical issues on the agenda for further consideration at the joint 40/31st meeting of the RCC Commission for the Coordination of International Cooperation and the Working Group on work with ITU under the Coordination of International Cooperation.

At the end of the RCC meeting, an ITU Information Session was held, which was aimed at assisting the ITU Member States in identifying national and regional priorities in standardization, as well as preparing relevant proposals for WTSA and WTDC on reducing the standardization gap in the region.

The event discussed current areas of industry standardization, including networks of the future, quantum communications and cybersecurity.

On August 27, 2021, a joint 40/31st meeting of the RCC Commission for Coordination of International Cooperation and the Working Group on work with ITU under the Coordination of International Cooperation took place in the videoconference mode.

The meeting was opened by the General Director of the RCC Executive Committee Mukhitdinov Nurudin Nasretdinovich.

Deputy Chairman of the RCC Commission for Coordination of International Cooperation Mokryagin Alexander Olegovich addressed the meeting participants with a welcoming speech.

Representatives of the RCC Communications Administrations: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, Mongolia, the Russian Federation , The Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, as well as the management and staff of the RCC Executive Committee.

The leadership of the International Telecommunication Union and representatives of the ITU regional organizations were invited to the above meeting.

The agenda of the joint 40 / 31st meeting of the Coordination of International Cooperation and the ITU WG under the Coordination of International Cooperation included the following issues:

1. On the preparation of the RCC CAs for the ITU World Telecommunication Standardization Assembly 2022 (WTSA-20) (March 1-9, 2022, Hyderabad, India).

2. On the preparation of the RCC CAs for the ITU World Telecommunication Development Conference 2021 (WTDC-21) (June 6-15, 2022, Addis Ababa, Ethiopia).

3. On the preparation of the RCC CAs for the ITU Plenipotentiary Conference in 2022
(PC-22).

4. On the results of the Virtual Consultation of Advisors 2021 (VCC-21).

5. On the results of the work of the RCC CAs delegations at the 27th Congress of the Universal Postal Union.

6. On the interaction of the Regional Commonwealth in the field of communication with international and regional organizations in order to prepare for the ITU and UPU forums.

7.1 Preparations for the largest forums of the International Telecommunication Union: WTSA-20, WTDC-21, WRC-23 and PP-22.

7.2 Preparation of ITU regional organizations: presentations of regional organizations and their candidates.

8. On the place, time and agenda of the joint 41/33 meeting of the RCC Commission for the Coordination of International Cooperation and the Working Group on work with ITU under the Coordination of International Cooperation.

Within the framework of clause 7.1 of the above Agenda, the ITU Management made speeches on the preparation for the ITU forums: WTSA-20, WTDC-21 and VRP-23:

According to clause 7.2 of the Agenda of the RCC meeting, a discussion was held on the preparation of ITU regional organizations: presentations of regional organizations and their candidates.

The moderator on this issue was the Chairman of the Working Group on work with ITU under the Coordination of International Cooperation Alexey Sergeevich Borodin.

They were also provided with information on the preparation of the RCC for ITU events and on the RCC candidates for elective ITU posts during the 2022 ITU Plenipotentiary Conference.

The following candidates were presented from the Regional Commonwealth in the field of communications:

- candidate for the post of ITU Secretary-General Rashid Rustamovich Ismailov (participation is being specified);

- candidate for re-election as a member of the ITU Radio Regulations Committee Hasanova Sahiba;

Concluding the joint 40/31st meeting of the RCC Commission for Coordination of International Cooperation and the Working Group on work with ITU under the Coordination of International Cooperation, the Deputy Chairman of the Coordination of International Cooperation of the meeting Mokryagin Alexander Olegovich and the participants of the meeting thanked the RCC Executive Committee for the work done, prompt update of the meeting materials and technical organization of the event.

General Director of the RCC Executive Committee Mukhitdinov Nurudin Nasretdinovich expressed his gratitude to the Deputy Chairman of the RCC Commission for Coordination of International Cooperation for the high-quality conduct of the meeting, and also wished all participants good health and success in implementing all the decisions made.
