      The Radiocommunication Assembly is traditionally organized in anticipation of the main event in the field of radiocommunications in the world - the World Radiocommunication Conference, which will be held from October 28 to November 22, 2019.

In accordance with the ITU Constitution and Convention, the Radiocommunication Assembly adopts the ITU-R Study Groups (SG) work programs for the next study period, indicating the priorities and timing of the studies, reviews the structure and working methods of ITU-R and its working bodies, selects chairmen and vice-chairmen ITU-R SG, Radiocommunication Advisory Group (RAG), Conference Preparatory Meeting (CPM) and Coordination Committee for Terminology (CCT).
     The Radiocommunication Assembly also adopts new ITU-R Recommendations, revises or repeats existing ITU-R Recommendations, so during the course of the 2019 Assembly, Recommendation ITU-R 1036, which defines frequency plans for IMT systems, will be revised.

The Assembly is held immediately before the World Radiocommunication Conference (WRC) to prepare recommendations and respond to requests from world radiocommunication conferences, as well as assist them in technical, operational and regulatory / procedural matters.
     The 2019 Radiocommunication Assembly unanimously supported the election of the Chairperson of the AR-19 Pastuh S.Yu. (FSUE NIIR), the candidacy of the Regional Commonwealth in the Field of Communications, approved by the Decision of the Council of Heads of RCC CAs No. 55 / 25-4 of September 16-17, 2019, Nur-Sultan, the Republic of Kazakhstan.

Pastuh S.Yu. He has established himself in the RCC as a highly qualified specialist with extensive experience in the field of radio communications, who is the Deputy Chairman of the RCC Working Group on preparation for AR / WRC-19 at the RCC Commission on the Regulation of the Use of the Radio Frequency Spectrum and Satellite Orbits. However, with the support of the RCC, over the past 8 years Pastuh S.Yu. successfully leads Study Group 1 of the ITU Radiocommunication Sector (ITU-R).

For the first time in the history of ITU, the Radiocommunication Assembly was led by a representative of the Russian Federation.

The results of the work of the Radiocommunication Assembly will have a significant impact on the course of the upcoming WRC-19, which will consider proposals to amend the Radio Regulations, a document binding on ITU Member States.

The work of the Radiocommunication Assembly will last until October 25, 2019, and on October 28 the World Radiocommunication Conference will begin its work.
