47th Meeting of the Headquarters for Joint Investigations of Violations of Antimonopoly Legislation of CIS Member States

The meeting took place on October 28, 2026, in Azerbaijan and was chaired by Mr. Sergey Puzyrevsky, Head of the Headquarters and State Secretary – Deputy Head of the Federal Antimonopoly Service of Russia.

The meeting, among other things, reviewed progress in the Headquarters' joint work with other interstate associations, in particular the RCC and the Eurasian Economic Commission.

The RCC Deputy Director General joined the meeting remotely and presented information on progress in the RCC's work on determining access conditions for NGSO operators in the region's states and establishing fair roaming tariffs.

Ms. Maria Bolshakova also presented to the meeting a draft of joint recommendations from the Headquarters and the RCC on antimonopoly conditions for NGSO operator access. These were formulated on the basis of information provided by RCC communications administrations and operators, as well as by the antimonopoly authorities of CIS member states.

The Headquarters' work plan includes developing these recommendations jointly with the RCC for 2026–2028. The recommendations pursue three goals:

• Harmonize the conditions for admitting NGSO operators to national markets

• Lay the foundations for antimonopoly control in the emerging regional market

• Establish interstate cooperation, including joint investigations

The document is advisory in nature and does not restrict the sovereignty of states in regulating telecommunications.

Following approval by the RCC Council and the CIS Interstate Council on Antimonopoly Policy (ICAP), under which the Headquarters operates, the recommendations:

• May be used by the states of the region in developing relevant national policies

• Will contribute to the development of the corresponding interstate agreement, the draft of which was approved by the RCC Board of Ministers and the Coordinating Council of the CIS Member States on Informatization under the RCC on September 29 in Dushanbe

On the roaming issues, the CIS antimonopoly authorities were invited to review the draft amendments to the Agreement on the Terms and Conditions for Inter-Operator Settlements when Providing International Telecommunications Services in CIS Member States, dated October 30, 2015. The amendments, also approved in Dushanbe, are to be reviewed for compliance with antimonopoly regulation requirements.

The completion of work on the text of the recommendations is expected in spring next year.
