On October 14, 2026, an international panel discussion was held in Bangkok, Thailand, as part of the World Bank Group and International Monetary Fund Annual Meetings. The session was titled "Digital Government for Investment and Growth: Transforming Public Services and Tax Administration."
RCC Director General Mr. Alexey Borodin moderated the session.
Deputy Prime Minister of the Russian Federation Mr. Alexey Logvinovich Overchuk opened the discussion with a welcoming address.
The discussion was attended by:
• Mr. Sergey Tsvetkov, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation
• Ms. Yulia Shepeleva, Deputy Commissioner of the Federal Tax Service of the Russian Federation
• Mr. Ruhimat Soerakoesoemah, Head of ESCAP Subregional Office for South East Asia
• Mr. Almambet Shykmamatov, Chairman of the State Tax Service under the Cabinet of Ministers of the Kyrgyz Republic
► Mr. Sergey Tsvetkov (Russia) shared his experience in creating a unified, seamless digital environment that now covers 90% of citizens and 100% of legal entities in the country:
- The interagency interaction platform processes over 117 billion transactions per year, with 75% of them completed in just two seconds
- The mobile electronic signature, already used by 50 million users, has made it possible to fully automate document flow and administration
► Mr. Ruhimat Soerakoesoemah (ESCAP) presented a global overview of transformation in the Asia‑Pacific region.
The region's main development vector is the shift from reactive responses to proactive service delivery based on secure digital infrastructure.
The expert highlighted a key lesson: successful reform begins not with technology for its own sake, but with solving the real, everyday problems of entrepreneurs and citizens through the creation of end‑to‑end government platforms.
► Ms. Yulia Shepeleva (Russia) shared her experience in creating a technological ecosystem in which tax obligations are calculated automatically based on primary data.
This approach completely frees companies from filling out declarations and submitting reports — data is aggregated through government algorithms, and entrepreneurs only need to confirm the final figures in their personal accounts.
► Mr. Almambet Shykmamatov (Kyrgyzstan) shared the experience of rapidly deploying electronic invoices and online cash registers in the republic. The project was implemented in close technological partnership with the Federal Tax Service of Russia, demonstrating the high effectiveness of direct, practical exchange of experience between agencies.
Summarizing the session, RCC Director General Mr. Alexey Borodin noted:
For developing countries, the main priority of reforms should not be the number of IT solutions, but the correct sequence of steps. Creating a reliable digital profile of citizens and businesses is the foundation that allows the state to become an invisible yet effective partner to investors, ensuring rapid economic growth.
