During the meeting held on October 15, 2026, at the Tavricheskiy Palace in St. Petersburg, RCC Deputy Director General Ms. Maria Bolshakova presented proposed amendments to the CIS Model Law "On Postal Activity."
The proposals, prepared by the "Spetssvyaz" Coordination Council under the RCC, aim to consolidate the basic concepts in special communications, as well as general provisions on special communications services within the broader functioning of the postal communications industry.
The amendments are based on:
• A synthesis of experience in regulating special communications in CIS member states, taking into account the best practices of individual states
• The need to develop regulatory proposals to optimize legal requirements for the safety of special communications items and for special communications workers in the region
The Standing Commission approved the presented amendments in general, taking into account the following factors:
• The existence of a clear gap in the model law
• The lack of uniformity in national regulation
• Growing security threats and existing prohibitions blocking interstate exchange
• The readiness of the draft amendments, prepared and agreed upon at the expert level by the industry coordination council
The next stage of work on the amendments will be expert review at the Standing Commission level. The amendments are expected to be approved during the CIS IPA spring session.
