Key Outcomes of 66th/33rd Joint Meeting of RCC Board of Ministers and CIS Coordinating Council

The meeting adopted the following decisions:

Expansion of RCC Membership:

• The RCC Board of Ministers approved the accession of the Republic of Cuba and its national telecommunications operator, ETECSA

• The accession of Iridium Communications and T2 Mobile was also approved.

Preparation for the ITU Plenipotentiary Conference 2026 (PP‑26):

• A ceremony marked the accession of RCC communications administrations to the RCC Common Proposals for the Conference

• RCC candidacies for leadership positions in the PP‑26 working bodies were approved for submission to the ITU Secretariat

• A session was held with candidates for elective ITU posts, the ITU Council, and the Radio Regulations Board, attended by candidates from Azerbaijan, Kazakhstan, Russia, Uzbekistan, Botswana, Bahrain, Estonia, France, Brazil, Egypt, and Ghana.

Regulation of Satellite Communications and Its Convergence with Mobile Communications:

• The framework of an intergovernmental agreement on the development of non‑geostationary satellite communication systems and their convergence with mobile communications was approved

• The Agreement on the Use of the Radio Frequency Spectrum by the Amateur and Amateur Satellite Services in RCC Member States was approved

• The RCC Report on the regulation of subscriber terminals of non‑geostationary satellite communication systems in the fixed‑satellite and mobile‑satellite services in RCC member states was approved

• It was decided to develop cooperation with the International Telecommunication Satellite Organization (ITSO).

Regulation of Telecommunications and Digital Infrastructure in the Region:

• Amendments to the Agreement on the Terms of Interoperator Settlements for the Provision of International Telecommunication Services in the CIS Member States, dated 2015, were approved

• RCC proposals for the Memorandum on computer incident response were agreed for submission to the authorized bodies of the CIS

• A Memorandum was signed between the RCC and the communications administration of the Republic of Tajikistan on the establishment of the Regional Fund for the Development of the RCC Sovereign Digital Space

• Support was expressed for RCC activities related to the TLDCON conference, which brings together administrators and registrars of country‑code top‑level domains.

Digital Initiatives, Artificial Intelligence (AI), and Technological Independence:

• The Alliance of Technoparks for IT Startups under the RCC and the Regional Expert Council on Artificial Intelligence and Digital Technologies under the RCC were established

• A decision was made to build cooperation with the World Artificial Intelligence Cooperation Organization (WAICO)

• The State Digital Sovereignty Index of the Center for Global IT Cooperation was reviewed for its applicability to ICT statistics at the regional level.

International Cooperation and Partnership Development:

• Prospects for developing cooperation with GSOA and Policy Impact Partners (PIP) were examined

• GSMA proposals on effective approaches to stimulating investment in Eurasia's mobile industry were taken into account

• Approaches to strengthening relations with the ITU and UPU at the regional level were agreed

• Priority areas for the RCC Branch in Tashkent and the RCC Representation in Geneva were identified in terms of project activities and interaction with international financial institutions

• The signing of a Cooperation Agreement with the International Organization for the Russian Language (IORL) was approved

• The development of the "RCC Plus" initiative was approved.

In addition, the meeting approved a number of representatives from RCC communications administrations for leadership positions within the Commonwealth.
