The meeting is taking place in Dushanbe, the capital of Tajikistan, at the invitation of the Communications Service under the Government of the Republic of Tajikistan.

During the opening of the meeting, welcoming addresses were delivered by:

• Mr. Alexey Borodin, Director General of the RCC

• Mr. Jamol Makhsudov, Deputy Minister of Digital Technologies of the Republic of Uzbekistan, on behalf of Minister Sherzod Shermatov, Chairman of the RCC Board of Ministers and the CIS Coordination Council under the RCC

• Mr. Isfandiyor Sa'dullo, Head of the Communication Service under the Government of the Republic of Tajikistan

• Mr. Dmitry Ugnivenko, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation

• Mr. Damir Seisembekov, Chairman of the Telecommunications Committee of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan

• Mr. Cosmas Luckyson Zavazava, Director of the ITU Telecommunication Development Bureau (BDT)

• Mr. Mario González Montiel, UPU Programme Manager for Europe and the CIS

A video greeting from ITU Secretary‑General Ms. Doreen Bogdan‑Martin was also shown to the meeting participants.

Delegations from the communications administrations of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan are taking part in the meeting.

The meeting's agenda includes:

• Expansion of RCC membership

• Preparation for the 2026 ITU Plenipotentiary Conference (PP‑26)

• Regulation of satellite communications and their convergence with mobile communications

• Telecommunications regulation and digital infrastructure in the region

• Digital initiatives, artificial intelligence (AI), and technological independence

• International cooperation and partnership development

The meeting's program will also include:

• A stamp cancellation ceremony for the stamp issued by the State Unitary Enterprise "Pochtai Tojik" in honor of the 35th anniversary of the RCC

• Signing of a Memorandum between the RCC and the communications administration of the Republic of Tajikistan on implementing the RCC Council's decision to establish the Regional Fund for the Development of the RCC Sovereign Digital Space

• An award ceremony marking the 35th anniversary of the Commonwealth
