On October 26–28, 2026, MGIMO of the Russian Ministry of Foreign Affairs will host the ITU Model, an educational project organized by the MGIMO AI Center and the MGIMO–MIPT Master's Program in Artificial Intelligence. The event will simulate the work of the ITU Plenipotentiary Conference (November 9–27, Doha, Qatar).

The Model will be held with scientific and organizational support from the RCC, the Russian Ministry of Foreign Affairs, the Russian Ministry of Digital Development, Communications and Mass Media, and the ITU.

Model participants, who will "join" the delegations of ITU Member States, the Conference's governing bodies, and its secretariat, will:

•  Deliver general policy statements

•  Conduct multilateral negotiations

•  Discuss the draft revision of PP Resolution 214, "Artificial Intelligence Technologies and Telecommunications/Information and Communication Technologies" (Bucharest, 2022)

•  Elect the five highest officials of the Union — the Secretary-General, the Deputy Secretary-General, and the directors of the three Bureaus

The in-person events of the Model will be preceded by a lecture school held online from October 19 to 23, 2026.

Undergraduate, specialist, graduate, and postgraduate students, as well as young professionals from universities, are invited to participate.

Participation is free of charge.

Applications will be accepted until October 4, 2026, on the ITU Model website at itumodel.mgimo.ru.
