RCC Working Group on Roaming Issues Holds Third Meeting on September 16, 2026.

The meeting brought together over 30 experts from:

•  RCC communications administrations

•  The RCC Telecommunications and Infocommunication Operators Board along with other interested telecommunications operators from RCC member states

•  The Eurasian Economic Commission (EEC)

•  The CIS Executive Committee

•  The Interstate Council "Radionavigation"

The meeting was chaired by RCC Director General Mr. Alexey Borodin and focused on current issues related to telecommunication services in international roaming.

The meeting agreed on a preliminary draft of proposals to amend the Agreement on the Terms of Interoperator Settlements for the Provision of International Telecommunication Services in the CIS Member States, dated October 30, 2015 (hereinafter — the 2015 Agreement), regarding:

•  The need to ensure that subscribers in international roaming have access to telecommunication services, information systems, and Internet websites provided for by existing subscriber contracts and not prohibited by the legislation of the state of which the subscriber is a citizen, as well as the conditions for temporary or long‑term restriction of such access

•  The principles of deployment, operation, and interstate interaction of operators of emergency response systems for transport accidents, and the provision of telecommunication services by these operators in emergency situations.

The meeting also addressed:

•  Combating fraud on telecommunication networks: a GSMA representative presented a platform developed by the Association for analyzing and sharing cyber threat information among telecom operators

•  National interconnect and its impact on the cost of communication services in international roaming.

The meeting also decided to continue work on deploying a regional system for sharing information on telecommunication fraud among communications administrations and operators of RCC member states, jointly with the International Telecommunication Union (ITU), the GSMA, and interested CIS and EEC bodies.

At its next meeting in October 2026, the group plans to:

•  Finally approve the proposals for amending the 2015 Agreement

•  Consider the draft interstate agreement on combating telecommunication fraud.
