The fourth thematic section of the RCC Anniversary Forum focused on building resilient, secure, and forward‑looking telecommunications and ICT infrastructure.

The section speakers presented the key aspects of the topic:

Resilience and Security of Communication Infrastructure 

Mr. Andrey Zharkevich, Deputy Director General for Technical Affairs at RUE “Beltelecom,” addressed the topic on two levels:

· Strategic — which technological and organizational measures actually work for building resilient infrastructure, and what has already been implemented in practice

· Practical — specific challenges such as accidents, cyber incidents, and climatic factors, and ways of addressing them.

Synchronization of National Infrastructure Plans and Standards Harmonization

Ms. Ekaterina Fomicheva, Head of Sector at the International Cooperation Department of PJSC "Rostelecom," addressed the topic through two interrelated aspects:

· Barriers — regulatory, technological, and organizational obstacles to synchronizing plans between countries, along with mechanisms for overcoming them

· Harmonization of standards and protocols — the role of interstate unification and industry associations in strengthening digital sovereignty.

Balancing State Control with Commercial Interests in Traffic Management

Mr. Sergey Slednev, Director of International Sales at RDP.RU, outlined the following:

· The boundary between state regulation tasks (control, security, sovereignty) and business interests in traffic analysis and management systems

· The foundations of technological compatibility, explaining how solutions operate on local hardware platforms and adapted software within the customer's existing IT infrastructure.

Market Regulation Models and the Risk of Regulatory Fragmentation

Mr. Anatoly Golomolzin, Advisor to the President for Government Relations at ER-Telecom, presented the following:

· Effective regulatory models and which of them better reflect current trends in communications and related services markets, as well as who ensures anticipatory infrastructure development and how

· The risk of market fragmentation — whether different approaches worldwide could lead to a split in the regulatory framework for digital infrastructure, and which international cooperation instruments can prevent it.

Comparability of ICT Statistics and Measuring Digital Sovereignty

Mr. Konstantin Laykam, Chairman of the Interstate Statistical Committee of the CIS, spoke about the following:

· Comparability of data and the extent to which national ICT statistical collection systems in CIS countries are compatible, as well as what needs to be done to make statistics a tool for strategic planning

· The possibilities for measuring digital sovereignty, and whether statistics can become a metric by which sovereignty is measured and assessed.
