On August 27, the Center for Global IT Cooperation — an RCC participant — presented the State Digital Sovereignty Index at the Interfax Press Center.
The study covers 116 countries, ranked across 90 positions in a consolidated index that reflects not the digital "showcase" of a country, but rather the capacity of its digital system to:
- Remain operational under load
- Manage critical dependencies
- Independently maintain key infrastructure.
The assessment is based on 25 indicators grouped into five categories:
- Infrastructure and connectivity
- Resource and technological base
- Personnel and competencies
- In‑house digital products and services
- Institutions and crisis management
The index considers not only the presence of technologies, but also the scale of their implementation, the degree of control, as well as the ability to support, restore, or replace them in a crisis situation.
Weak indicators lower the overall score, while the resilience coefficient reflects how steadily the country's digital system performed during real crises.
One of the key findings of the study is that high digital maturity does not guarantee digital sovereignty: a country may have modern communications, a developed platform economy, and convenient government services, yet still remain critically dependent on foreign cloud solutions, equipment, components, software licenses, and supply chains.
RCC Director General Mr. Alexey Borodin was invited to participate in the press conference marking the launch of the Index and to share his assessment of it from the perspective of international practice.
"It would be useful to develop the Index further so that it highlights not only national efforts, but also digital connectivity between countries — through compatible technologies, protocols, and approaches to information security — thereby forming a distributed 'digital' macro‑region. This is especially relevant within major cooperation formats such as BRICS and SCO," noted Mr. Alexey Borodin.
