The meeting took place in Cholpon‑Ata, Kyrgyzstan, on August 19–20, 2026, and was chaired by RCC Director General Mr. Alexey Borodin, the RCC coordinator for preparations for the 2026 ITU Plenipotentiary Conference (PP‑26).
The meeting was attended by representatives from:
• RCC communications administrations
• Participating organizations of the Commonwealth
• The International Telecommunication Union (ITU), including its Telecommunication Development Bureau (BDT) Director (remotely) and representatives from the ITU Regional Office for the Commonwealth of Independent States (CIS)
• Regional telecommunication organizations (RTOs).
The meeting focused on preparations for PP‑26 and related events, including:
• The Extraordinary Session of the ITU Council, which will decide on the time and venue of PP‑26 — scheduled for Doha, Qatar — taking into account the geopolitical situation in the Arab region. The Group agreed on the RCC communications administrations' contribution regarding the need to hold the PP in strict accordance with the ITU's statutory documents.
• The Final Session of the ITU Council before PP‑26, which will sum up the results of the Council’s work over the four‑year period and resolve organizational issues to ensure that the ITU's supreme body — the PP — can proceed unhindered in carrying out its duties.
The central element of preparations for the Conference was the refinement of previously submitted proposals and the discussion of new ones for inclusion in the RCC Common Proposals for PP‑26.
The meeting also included an interregional session, during which representatives of other RTOs reported on the progress of their members' preparations for PP‑26. In particular, updates were provided by:
• The Inter‑American Telecommunication Commission (CITEL) — represented in person by Mr. Tyler Crowe (USA)
• The Asia‑Pacific Telecommunity (APT), the European Conference of Postal and Telecommunications Administrations (CEPT), and the League of Arab States (LAS) — represented remotely.
The meeting also:
• Reviewed the priority areas of activity of the ITU Telecommunication Development Sector (ITU‑D) for the upcoming four‑year period
• Discussed issues related to preparations for the 7th World Telecommunication/ICT Policy Forum (WTPF‑26) in Nassau, September 2–4, 2026.
The meeting also received a report titled "Symbiosis with AI: Making AI sustainable" — another notable addition to the series of Huawei Technologies reports for the Group.
