The opening session of the 30th meeting of the Commission marked the start of a week of meetings of the RCC's working (auxiliary) bodies. The meetings are being held in Cholpon‑Ata at the invitation of the Service for Regulation and Supervision in the Communications Industry under the Ministry of Digital Development and Innovation Technologies of the Kyrgyz Republic.

The meeting was chaired by Mr. Valery Butenko of the Russian Federation.

Welcoming addresses were delivered by:

• Mr. Alexey Borodin, Director General of the RCC

• Mr. Altynbek Toktorbayev, Chairman of the Service for Regulation and Supervision in the Communications Industry under the Kyrgyz Republic’s Ministry of Digital Development and Innovation Technologies.

Mr. Nikolay Vasiliev, Head of the Terrestrial Services Department of the International Telecommunications Union (ITU) Radiocommunication Bureau (RB), presented an address from RB Director Mr. Mario Maniewicz to the meeting participants.

The meeting was attended by representatives of communications administrations, responsible agencies, and specialized organizations from the national delegations of RCC member states, as well as representatives of several observer organizations of the Commission, including non‑regional ones such as Huawei, Viasat, and Policy Impact Partners. Invited organizations also took part, including Access Partnership, Coleago Consulting Ltd., the ITU‑APT Foundation of the Republic of India, and others.

The meeting also featured representatives from other regional telecommunication organizations (RTOs), international industry organizations, and operator associations, including:

• The International Telecommunication Union (ITU) and its Regional Office for the Commonwealth of Independent States (CIS)

• The International Amateur Radio Union Region 1 (IARU‑R1)

• The Global System for Mobile Communications Association (GSMA)

• The Global Satellite Operators Association (GSOA).

Representatives of the following RTOs presented key aspects of their members' preparations for the upcoming World Radiocommunication Conference and Radiocommunication Assembly (RA/WRC‑27), to be held in Shanghai in 2027:

• The Asia‑Pacific Telecommunity (APT)

• The European Conference of Postal and Telecommunications Administrations (CEPT)

• The Inter‑American Telecommunication Commission (CITEL).

The Commission's opening meeting focused on:

• The RCC's preparations for RA/WRC‑27

• The work plans of the Commission and its working groups for the week ahead

• The participation of RCC representatives in the Symposium of the International Telecommunications Satellite Organization (ITSO).

The working groups of the RCC Commission on RFS and SO will begin their work tomorrow, August 18.

The Commission's closing meeting will take place on Friday, August 21.
