RCC Panel Session — "Radio Frequency Spectrum: Needs, Challenges, and Opportunities for Timely Deployment of New Technologies"

On the eve of the 30th meeting for the RCC Commission on the Regulation of the Usage of the Radio Frequency Spectrum and Satellite Orbits, an RCC panel session was held in Cholpon‑Ata, Kyrgyzstan. The session has become a traditional format for launching discussions on pressing spectrum regulation issues within the framework of statutory RCC meetings.

The panel session served as a platform for a comprehensive discussion on radio frequency spectrum regulation and the deployment of new technologies. It combined regulatory and technological perspectives, highlighting a wide range of challenges and opportunities for RCC countries in the context of digital transformation.

During the discussion:

• Mr. Altynbek Toktorbayev, Chairman of the Service for Regulation and Supervision in the Communications Industry under the Kyrgyz Republic’s Ministry of Digital Development and Innovation Technologies, spoke about the experience of implementing D2D technologies at the national level

• Mr. Dmitry Konarev, Senior Solutions Architect and Fellow at Huawei Technologies Co., Ltd., presented the prospects for mobile network evolution toward 2030 in the context of next‑generation network development — 5G‑Advanced/6G

• Mr. Konstantin Savin, Technology Lead at GSMA Eurasia, highlighted the functional capabilities, prospects, and challenges of D2D implementation

• Mr. Stefan Zehle, Chief Executive Officer of Coleago Consulting Ltd, presented models for ensuring cost‑effective deployment of 5G‑Advanced and 6G networks in RCC countries

• Mr. Gökan Tok, representative of Access Partnership, spoke about the specifics of radio frequency spectrum regulation for terrestrial communication networks

• Mr. Peng Zhao, Vice President of Policy and Regulatory at GSOA, spoke about the central aspects of licensing D2D and satellite communication technologies

• Mr. Bharat Bhatia, President and CEO of the ITU-APT Foundation of India (IAFI), discussed the opportunities brought by the development of fifth‑ and sixth‑generation networks

• Mr. David Pringle, representative of Policy Impact Partners Ltd., presented the key trends in the development of D2D technology.

Mr. Alexey Borodin, Director General of the RCC, moderated the session.

During the Q&A segment, panel participants addressed a range of issues, including:

• The potential decline in investment in national critical infrastructure when NGSO operators are permitted

• The advisability of developing a regional hub and common interstate approaches for the region to ensure the admission and operation of such systems

• Frequency allocation issues in the context of NGSO satellite communications development in the region.
