CIS Council of Permanent Plenipotentiary Representatives Hears RCC Director General's Report on Cooperation in Digitalization and ICT

On July 28, 2026, the CIS Executive Committee in Minsk hosted a regular meeting of the Council of Permanent Plenipotentiary Representatives of the CIS Member States to the Statutory and other Bodies of the Commonwealth.

The CIS Council of Permanent Plenipotentiary Representatives considered a number of topical issues related to cooperation among CIS member states, as well as organizational matters in connection with Turkmenistan's chairmanship of the CIS.

RCC Director General Mr. Alexey Borodin participated in the meeting remotely from the Moscow branch of the CIS Executive Committee and, in his report, focused on:

•  Key cooperation objectives and main tasks

•  Basic CIS documents in the relevant field

•  Country positions in international ICT rankings, in particular:

○  ICT Development Index

○  UN E-Government Development Index

○  Government AI Readiness Index

•  Activities of the RCC and the Coordination Council of the CIS Member-States on Informatization of the RCC

•  Prospective areas of cooperation.

Mr. Alexey Borodin noted that the following specific steps are planned in the near future as part of regional cooperation:

•  Implementation, through the RCC and the CIS Coordination Council, of the following initiatives:

○  The initiative of the President of Kazakhstan to establish the Alliance of Technoparks for CIS IT Startups

○  The initiative of the President of Uzbekistan to establish a Regional Expert Council on Artificial Intelligence and Digital Technologies

•  Development of an interstate agreement on nongeostationary satellite orbit (NGSO) communication systems and their convergence with mobile networks

•  Improvement of tariff mechanisms for roaming services

•  Implementation of electronic digital signatures and mutual recognition of electronic documents

•  Improvement of legislation on the exchange of special communication items.

Once agreed upon at the RCC and CIS Coordination Council level, the documents on the specified areas of work will be submitted for consideration to the Council of Heads of Government of the CIS.
