On July 16, in Shanghai, on the eve of the World Artificial Intelligence Conference (WAIC), an official ceremony was held to sign the Agreement establishing the World Artificial Intelligence Cooperation Organization (WAICO).
Initiative and Status
The World Artificial Intelligence Cooperation Organization was established on the initiative of the Government of China (July 26, 2025). Its headquarters is planned to be located in Shanghai.
The organization's objectives are:
• Expanding international cooperation in AI in accordance with the principles of the UN Charter
• Increasing access to AI technologies and services
• Promoting safe, ethical, and trustworthy AI solutions.
The organization's main functions include:
• Harmonizing technical standards
• Ensuring interoperability of solutions
• Supporting an open‑source ecosystem.
Member States
The organization currently has 29 member states, including six from the RCC:
• Belarus
• Kazakhstan
• Kyrgyzstan
• Russia
• Tajikistan
• Uzbekistan
Significance for International Digital Cooperation
The establishment of such a multilateral platform is an important step toward forming balanced rules of the game in the AI field, taking into account the interests of not only technologically advanced countries but also those actively building their own digital capacity.
