On July 15, 2026, a delegation from the communications administration of the Republic of Cuba, led by First Vice Minister Mr. Ernesto Rodríguez Hernández of the Ministry of Communications (MINCOM), joined the RCC communications administrations and Commonwealth members for the meeting.
The meeting aimed to consider new proposals from RCC communications administrations for revising and creating new ITU Plenipotentiary Conference (PP) resolutions for their further inclusion in the draft RCC Common Proposals for the upcoming PP‑26, to be held in November in Doha.
The proposals centered on the following themes:
• Providing connectivity to landlocked developing countries
• Opportunities and risks of artificial intelligence (AI)
• Bridging the standardization gap
• Risks of the illegal use of ICT
• Trust and security in ICT use
• The ITU's role in implementing the World Summit on the Information Society (WSIS) outcomes
• Terms of service for elected ITU officials
• Transparency in determining the composition of the ITU's Independent Management Advisory Committee (IMAC).
The meeting also reviewed additions to the proposals previously considered in Shymkent.
The meeting also discussed:
• Candidacies from RCC communications administrations for leadership positions in the PP‑26 working bodies
• The list of RCC coordinators for Conference documents.
During the meeting, the communications administration of the Republic of Cuba also presented its priorities for Conference preparations and expressed interest in joining the RCC's preparatory process.
It is important to note that Cuba is not currently a member of any regional telecommunication organization. Previously, at ITU Conferences and Assemblies, it traditionally presented its proposals individually, outside the framework of any regional common proposals.
