Opportunities and Risks of AI

The Independent International Scientific Panel on Artificial Intelligence (AI) operating under the UN umbrella has officially released its first Preliminary Report on the opportunities and risks of AI.

The Scientific Panel on AI was convened at the beginning of the year by UN Secretary‑General Mr. António Guterres and comprises 40 leading scientists and experts from around the world.

The goal of the group is to address the knowledge gap on AI and provide an objective assessment of its impact on the economy, society, and security.

"The Panel will help the world separate fact from fakes, and science from slop," the UN SecretaryGeneral noted.

The first Preliminary Report covers three subject areas with the following findings:

Functional capabilities and deployment

• Progress in AI development is accelerating, and it is being actively applied in science, healthcare, agriculture, IT, and other fields

• AI deployment is uneven across countries and sectors

• The development of AI agents continues — their future impact on the economy depends on their ability to perform cognitive tasks with minimal human involvement.

Understanding and managing AI risks

• The development of AI poses risks to human rights, social systems, and the environment

• The gap between growing AI capabilities and risk management methods could lead to serious consequences

• Risks are unevenly distributed, while AI development and the benefits derived from it are highly concentrated.

AI governance aimed at maximizing benefits and mitigating risks

• Proper governance is needed to maximize the benefits of AI and minimize risks

• Policymakers face a dilemma: due to the high pace of AI development, decisions must be made before reliable data is available

• The capacity to respond to risks is unevenly distributed, and closing the gaps requires stable investment in national AI capacities.

Significant attention is also being paid to AI development at the regional level, including at the highest levels of government.

In October 2025, the President of Uzbekistan put forward an initiative to establish a Regional Expert Council on Artificial Intel⠀ligence and Digital Technologies.

The RCC Board of Ministers decided to implement the aforementioned initiative within the framework of the RCC, by transforming the

Coordination Council of the CIS Member-States on Informatization of the RCC and incorporating into it the CIS IT Startup Technoparks Alliance, proposed by the President of Kazakhstan.
