The meeting took place on July 2, 2026, in Astana, Kazakhstan, and was chaired by Mr. Sergey Puzyrevsky, Head of the Headquarters and State Secretary – Deputy Head of the Federal Antimonopoly Service of Russia.
The meeting reviewed the Headquarters' work on issues such as:
- The study of the impact of IT and AI tools on the state of competition in markets
- Legal regulation of borrowers' choice of insurance organizations within consumer lending
- Research on pricing approaches in pharmaceutical markets.
The meeting also focused on the Headquarters' areas of work carried out jointly with other interstate associations, in particular the Eurasian Economic Commission and the RCC.
The RCC Deputy Director General briefed the meeting on the joint work of the Headquarters for Joint Investigations of Violations of Antimonopoly Legislation of the CIS Member States and the RCC on issues related to determining access conditions for NGSO operators in the region and establishing fair roaming tariffs.
In particular, Ms. Maria Bolshakova highlighted the relevant decisions of the June 4–5 meetings of the RCC's authorized bodies and proposed to the CIS antimonopoly authorities:
- A study of the applicability of the universal service fund model to relations with global NGSO operators, given the continuing need for national fixed‑line operators to invest in terrestrial communication infrastructure in remote areas of the countries
- Submission of proposals for amendments to the Agreement on the terms and conditions for inter-operator settlements when providing international telecommunications services in CIS member States regarding the inclusion of provisions requiring antimonopoly regulation.
The proposals presented were supported by the meeting. The relevant information will be transmitted by the CIS antimonopoly authorities in the established manner and taken into account in the RCC's ongoing work on these topics.
