On June 5, 2026, a meeting of the RCC Board of Ministers and the Coordination Council of the CIS Member States for Informatization under the RCC took place at the Mariinsky Palace in St. Petersburg. It was one of a series of preparatory meetings of RCC member states for the 2026 ITU Plenipotentiary Conference (PP‑26).
As the highest governing body, the RCC Council of Ministers approved:
- The first package of the draft RCC Common Proposals for PP‑26
- Candidacies from RCC communications administrations for leadership positions in the working bodies of PP‑26
- Candidacies from RCC communications administrations for the ITU Council and the ITU Radio Regulations Board.
During the meeting, the Councils approved their leadership composition for 2027:
- For the position of Deputy Chairman of the RCC Council — the head of the communications administration of the Kyrgyz Republic
- For the position of Deputy Chairman of the CIS Coordination Council — the head of the communications administration of the Republic of Kazakhstan.
As a result of the discussions, the Board of Ministers and the Coordination Council adopted decisions aimed at developing common approaches for RCC member states on NGSO, roaming, and artificial intelligence issues, primarily through the development of relevant international legal instruments and regulatory frameworks.
During the discussion of current issues in the development of the communications industry and information technologies, the RCC Board of Ministers and the Coordination Council supported:
- The initiative of the President of Kazakhstan to establish the IT Park / IT Startup Technoparks Alliance for the CIS
- The initiative of the President of Uzbekistan to establish a Regional Expert Council on Artificial Intelligence and Digital Technologies
- The RCC initiative to host a regional edition of the "AI for Good" summit in RCC countries.
As part of ongoing efforts to open the RCC Representation at the ITU in Geneva, the RCC Council unanimously approved the candidacy of Mr. Yerzhan Tasmukhan, a representative of the communications administration of Kazakhstan, to be posted to Geneva and work in the Representation.
In addition, the following were approved:
- The Regulation on the RCC Honorary Title "Honored Worker of the Communications, Information Technologies, and Mass Communications Industry"
- Agreements on the legal status of the RCC, its officials, and delegations.
The RCC Council also approved and opened for signature by a wide range of interested parties:
- The Declaration on the Protection of Children in the Digital Environment
- The Declaration on International Cooperation in Countering False Information and Promoting Responsible Fact‑Checking.
In the interests of ensuring proper interstate exchange of special communications items, the Board and the Council approved a number of documents from the Coordination Council of Special Communications Services under the RCC, known as “Spetsvyaz”.
Meeting participants also considered the draft Framework Agreement on Cooperation in the Development of the Internet Network between the Réseaux IP Européens Network Coordination Centre (RIPE NCC), the RCC, and the Communications Administrations of RCC Member States. The signing is expected to take place in September 2026 in Dushanbe, Tajikistan.
