On June 4, 2026, as part of the SPIEF‑2026 business program, a session titled "Turnkey Digital Sovereignty: Mutually Beneficial Prospects" was held.
The session was moderated by Mr. Vadim Glushchenko, Director General of the Center for Global IT-Cooperation, an RCC member.
The session was attended by:
• Mr. Ernesto Rodriguez Hernandez, First Deputy Minister of Communications of the Republic of Cuba
• Mr. Andrey Bezrukov, President of the Technological Sovereignty Export Association
• Mr. Alexey Borodin, Director General of the RCC
• Mr. Alexey Raikevich, Director General of GLONASS
• Mr. Pavel Gontarev, Director General of VK Tech
• Mr. Kirill Menshov, Senior Vice President of Sberbank
• Ms. Cristina Amor Maclang, Secretary General of the International Digital Economies Association (IDEA)
• Mr. Darii Khalitov, Deputy President – Chairman of the Board of Rostelecom
• Mr. Maxim Filippov, Deputy Director General of Positive Technologies.
The session focused on national approaches applied in RCC/CIS countries and beyond that enable the development of a self‑sufficient digital environment — from basic infrastructure and cybersecurity to national platforms and services.
Mr. Alexey Borodin noted that digital sovereignty is a highly relevant topic for the RCC/CIS region. Despite existing differences at the national level, regional interstate integration is the first step toward achieving collective digital sovereignty. Along this path, the following have already been adopted:
• The Strategy for Cooperation of CIS Member States in Developing the Information Society and Digital Economy for the Period up to 2035, along with an Action Plan for its implementation
• The Agreement on Information Interaction of CIS Member States in the Field of Digital Development of Society.
