The meeting was attended by about 600 participants from 27 countries of the Asia-Pacific region, 6 international organizations, including ITU, 3 regional organizations, including RCC, 29 associate members and 1 observer, as well as the leadership of the RCC Executive Committee.

The meeting was opened by the Secretary-General of the Asia-Pacific Telecommunity - Arevan Haoransi.

The Director of the Radiocommunication Bureau - Mario Manevich made a welcoming speech.

Also, the Deputy Director of the Scientific and Technical Center for EMC Analysis of FSUE "NIIR" Pastukh Sergey Yuryevich spoke on behalf of the Regional Commonwealth in the field of Communications and presented information on the preliminary position of the RCC Members on the key items on the WRC-23 agenda, including issues of spectrum identification for 5G/IMT-2020 systems.

The purpose of the APG23-1 meeting was to initiate the preparatory process for APT for World Radiocommunication Conference 2023 (WRC-23) and Radiocommunication Assembly 2023 (RA-23).

The agenda of the meeting included the following issues:

- Results of the 43rd meeting of the APP Board;

- Chairman's report on APG activities for RA-19 and WRC-19;

- Results of RA-19, WRC-19 and CPM23-1;

- Election of the chairman of PNG-23;

- Election of two deputy chairmen of PNG-23;

- Discussion and acceptance of the APG-23 design;

- Appointment of chairmen of working groups and editorial committee;

- Discussion and adoption of the preliminary APG-23 work plan for the preparation of RA-23 and WRC-23;

- Approval of output documents;

- Date and place of APG23-2;

- Other questions.

Following the meeting, Kyujin Wee was re-elected as the Chairman of the APT WRC-23 Group.
