On June 5, 2026, the Mariinsky Palace hosted a gala meeting of the RCC Board of Heads of Communications Administrations (Board of the RCC CAs Heads) and the CIS Coordination Council for Informatization under the RCC (the CIS Coordination Council), as part of a series of events marking the 35th anniversary of the Commonwealth.

The meeting was held in St. Petersburg, Russian Federation, at the invitation of the Russian Ministry of Digital Development, Communications and Mass Media.

Welcoming addresses were delivered by:

• H.E. Sherzod Shermatov, Minister of Digital Technologies of the Republic of Uzbekistan, Chairman of the Board of the RCC CAs Heads and the CIS Coordination Council

• Ms. Bella Cherkesova, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation

• Mr. Alexey Borodin, Director General of the RCC

• Mr. Denis Trefilov, Deputy Secretary General of the CIS

• Mr. Maksim Ermalovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission.

Participants also received video greetings from the ITU Secretary‑General and the Deputy Director General of the UPU.

Key topics of the meeting:

• Preparation for the 2026 ITU Plenipotentiary Conference in Doha, Qatar

• Development of non‑geostationary orbit communication systems (NGSO)

• Establishment of the Regional Fund for the Development of the RCC Sovereign Digital Space

• Issues of interstate roaming in RCC/CIS countries

• Development of IT parks and startups in the region

• Application of artificial intelligence (AI) and creation of a regional expert council on artificial intelligence and digital technologies.

Particular attention was paid to issues of digitalization and technological development in the region. Participants:

• Discussed initiatives to strengthen cooperation in the fields of communications and information technologies

• Approved a number of significant documents.

The meeting was attended by heads of communications administrations of RCC member states, representatives of the ITU, the UPU, the EAEU, the CIS bodies, and other international organizations, including the IOSC "Intersputnik" — an RCC Observer — as well as

• Mr. Ernesto Rodríguez Hernández, First Deputy Minister of Communications of the Republic of Cuba

• Mr. Ahmad Abdulla Al-Muslemani, Chair-designate for PP-26 and President of the Communications Regulatory Authority (CRA) of the State of Qatar

• Mr. Seizo Onoe, Director of the Telecommunication Standardization Bureau, International Telecommunication Union

• Mr. Stephen Bereaux, Deputy Secretary-General of the International Telecommunication Union (The Bahamas)

• Ms. Revathi Mannepalli, Candidate for the position of Director of the ITU Radiocommunication Bureau (Republic of India).

Also taking part in the meeting were Mr. Konstantin Laikam, Chair of the CIS Interstate Statistical Committee, and Mr. Sergey Puzyrevsky, Head of the Staff for Joint Investigations of Violations of Antimonopoly Legislation of the CIS Member States.
