As part of addressing organizational matters, the Expert Council of the IPA CIS–RCC appointed Ms. Maria Bolshakova, Deputy Director General of the RCC, as Deputy Chairperson of the Council. She then went on to chair the meeting.

Experts discussed the following issues:

• The contribution of the Expert Council to the execution of the Action Plan for the Strategy for Cooperation of CIS Member States in Developing Information Society and Digital Economy for the Period up to 2035

• The development of a draft of Recommendations on the Legal Regulation of Metaverses (Digital Space) for CIS Member States

• The main elements of the Digital Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On Artificial Intelligence"

• The central elements of the State Standard of the Republic of Belarus "Artificial Intelligence: Terms and Definitions"

• The progress of work on the Glossary in the field of Artificial Intelligence

• Consideration of artificial intelligence as a promising area for capacity building in the Commonwealth region and possible approaches to its regulation

• Issues of trustworthy artificial intelligence

• The main elements of the Action Plan for implementing the Concept of the State Information System for Countering Offences Committed with the Use of ICT.

Participants also received an update on the approval of the Prospective Plan of Model Lawmaking of the CIS for 2026–2028.

The next meeting is scheduled to be held in Moscow, Russia, in September 2026 — tentatively on the sidelines of the RCC Anniversary Forum, "35 Years of RCC: Digital Future of a Common Space."
